Whatever decision the Union government might take on Telangana,it is certain that a huge amount of funds will be poured into the region as part of a new package being formulated. Though the amount of funds that will be channelised could not be ascertained,this money will be infused in such a way that it cannot be appropriated by the A P government.Highly informed sources said that the funds will be directly devolved into the Telangana region and will be detailed for specific purposes.The funds will have to be used for the purpose they are earmarked and cannot be diverted for any other purpose, said a highly placed source.The exact mechanism of devolution of funds in a way that it does not fall foul of Constitutional provisions is being worked out.The funds will be available with effect from April 1 when the new financial year commences.
The sources also indicated that political changes in the state will follow the package that will be offered to the Telangana region.The changes will almost coincide with the package.For instance,a change in the leadership of the Andhra Pradesh Congress Committee (APCC) is in the offing, said the sources.It is likely that the announcement of the package about Telangana will be accompanied by the setting up of a committee to look into various aspects of governance and governance structures.
The package is expected to be unveiled by January 27 and will be announced after approval by the Cabinet Committee of Political Affairs (CCPA) that is headed by the Prime Minister and has senior cabinet ministers including home minister Sushilkumar Shinde and finance minister P Chidambaram as members.Needless to add,before the package is presented to the CCPA,it will be informally vetted by Congress president Sonia Gandhi and Congress vice president Rahul Gandhi.
The sources said that the powers-that-be in New Delhi have already made up their mind on the Telangana issue but the decision is being kept a very zealously guarded secret.Home minister Sushilkumar Shinde is deliberately trying to obfuscate the matter by giving contra indications to Seemandhra delegations and Telangana Congress delegations calling on him, the sources added.
