APNGOs plan aggressive stir against bifurcation-Leaders Touring Seemandhra To Rope In Students For Agitation
Hyderabad: With the Centre hinting at clearing the Telangana bill in the next Union cabinet meeting on December 4,the AP Non-Gazetted Officers (APNGOs) association is gearing up for an aggressive campaign against the bifurcation of state. Leaders of the association warned that the entire region would come to a standstill as never before while students would be at the forefront of agitation this time around. We are planning a widespread protest when the bill comes to the state assembly for the views of the House. We are roping in students from across the Seemandhra region.Our agitation would be more powerful this time around, said P Ashok Babu, president of APNGO association which spearheaded the 66-day Seemandhra employees strike following the Congress Working Committees (CWC) decision to carve out the Telangana state on July 30 this year.
The employees strike was successful in that it paralyzed the government machinery for over two months. However, revamping its strategy, APNGO is now planning to rope in more stakeholders including students, private bus operators, and representatives of several trade bodies to make the strike more effective. The protests planned include road blockades, rail roko and siege of government offices aimed at a total shutdown of the region. The 66-day strike was mainly driven by the government employees. Consequently, when RTC buses went off the roads, private buses neutralized the impact. We are therefore inviting private companies to join hands. Also, the presence of the students will give us the edge, said P V Satyanarayana, co-convener of APNGO.
In a marked departure from its previous strategy, government employees are expected to be relegated to the background this time. This time around, it will only be a flash strike from government employees. No strike notice will be issued before the strike begins. However, on the streets, the students will take the lead, said Ashok Babu. APNGO leaders are touring across the Seemandhra region to mobilize students for the agitation. Ashok Babu on Wednesday interacted with students of Simhapuri University in Nellore while a series of meetings with various student associations have also been lined up for Friday in Anantapur where he is scheduled to address a massive public meeting. Satyanarayana said the APNGO leaders would meet the students of degree and engineering colleges in Anantpur on Friday. Cherinjivi Reddy, convener of AP Private Technical College Management Association, said representatives of over 150 colleges from across Rayalaseema would take part in the meeting.

GoM report before cabinet on Dec 4-New State To Have 10 Districts, Bhadrachalam To Remain With T
New Delhi: The new Telangana state will comprise the 10 districts of the region with the GHMC limits of Hyderabad acting as the joint capital of the two states. Bhadrachalam will remain part of Khammam district of Telangana. These are the salient features of the bifurcation report that was given the finishing touches by the Group of Ministers on Thursday.
The final report of the GoM as well as the AP Reorganization Bill,2013, will be submitted to the Union cabinet on December 4. The cabinet will take up both the items for clearance at its meeting the same day at 5 pm, home minister Sushilkumar Shinde told the media here on Thursday afternoon. All precautions have been taken to make the bill error-free and opinions of legal experts were sought before undertaking the exercise, the home minister said. When asked about the contentious issues, Shinde said there are no problems whatsoever over Hyderabad and the temple town of Bhadrachalam.
He added that last minutes changes could not be ruled out if suggested by the cabinet. The bill will not hurt anybody as all the problems, arising out of the division has been addressed, he said. Even though neither Shinde, who heads the GoM, nor any other member was forthcoming on the contents of their report, sources said all the contentious issues have been resolved. The Rayala-Telangana proposal is not feasible. Bhadrachalam will remain with Khammam, and Hyderabad, barring some subjects such as law and order and revenue, will be part and parcel of Telangana state. And for the joint capital, the GHMC limits will be the jurisdiction, top sources told TOI.
Another important subject considered by the GoM at the instance of the AK Antony committee is the protection of vast chunks of land owned by Seemandhra people in and around Hyderabad that are lying unused. A mechanism will be put in place to protect the assets of the Seemandhra people, the sources revealed. Meanwhile, home minister Shinde announced the end of the exercise after an hour-long meeting with finance minister P Chidambaram and rural development minister Jairam Ramesh.

In the 49 days since the GoM was formed, it had consultations with all political parties, Union ministers, MPs, legislators, senior officials from the state and the Centre to gather feed back on the 11 terms of reference given to it. It had even set up a task force headed by MHA security adviser K Vijaykumar which looked into the security aspects in Hyderabad during the period the city serves as the joint capital.

Assembly session on T likely on Dec 2-3-Union Cabinet To Clear T Draft Bill Tomorrow
Hyderabad: The stage is being set for perhaps the last session of the state assembly of the united AP. Following a directive from the Centre, the assembly secretariat has begun preparations to hold the special session in the first week of December. The short but historic session which can extend to a maximum of four days, if necessary, will most likely commence on December 2 or 3, said sources.
On Tuesday, Speaker Nadendla Manohar held meetings with the assembly staff and according to sources in the assembly secretariat,a meeting is scheduled with the police officials on Wednesday. While security is always reviewed in detail before the commencement of every session, this special session where the Telangana draft bill will come up for discussion will see unprecedented security in view of the seriousness and importance of the issue, said an official.
According to sources in the govt, as per the latest indications, the Union cabinet will clear the T draft bill at its meeting on November 28 after which it would be sent to President Pranab Mukherjee. By December 1, the President is likely to send the bill to the assembly speaker who will then decide on convening the House which was adjourned sine die on June 21 this year but has unusually not been prorogued, they said.
The Speaker will discuss with all political parties and the leader of the House on when to convene the session. Since the order would come from the President, there would not be any delay in the resumption of the assembly, said sources in the legislature department. Apparently, the directive from Delhi is that the T draft bill should be returned at the earliest as the fortnight-long winter session of Parliament is scheduled to commence on December 5.
Meanwhile, Seemandhra ministers and MPs are lobbying for a 15-day assembly session. Their argument is that all the members should be given sufficient time to express their views as the issue of bifurcation of the state concerns everybody. According to ministers Ganta Srinivasa Rao, TG Venkatesh, Kotla Suryaprakash Reddy and MPs KVP Ramachandra Rao, Vundavalli Arun Kumar and Anantha Venkatram Reddy, refusal to give sufficient time to all the members could attract legal trouble.

TRS leaders said apart from taking part in the Parliament session, KCR will meet leaders of the national parties in a bid to drum up support for the T-bill. Despite the Centre appearing to be sincere on tabling the Telangana bill in Parliament, we do not want to take any chances at this crucial juncture. We will contact all the political parties and seek their support to pass the bill, said K Keshava Rao, TRS secretary general who will be accompanying KCR to the national capital. He said MPs G Vivekananada, Manda Jaganatham, and party senior leaders B Vinod Kumar, Etala Rajender and K Taraka Rama Rao would also leave for Delhi along with the TRS chief. The TRS leaders said KCRs Delhi visit would also be aimed at pre-empting the possible attempts of the Seemandhra leaders to sabotage the state assembly session expected to take place after the President sends the draft bill on Telangana to the House. Apart from BJP leaders including its national president Rajnath Singh, KCR is likely to meet Sharad Pawar, Sharad Yadav and those from the RJD.

New Delhi: Just a day before finalizing its report on the bifurcation of the state, the GOM is exploring the possibility of granting a special status to joint capital Hyderabad other than making it UT. Union rural development minister Jairam Ramesh, who has been given the responsibility of finalizing the GoM report, explored various options on the status of Hyderabad with home ministry officials on Tuesday evening. Jairam Ramesh will discuss the options on Hyderabad with the Seemandhra Union ministers who have been called for a meeting with him at 10.30 am on Wednesday, sources told TOI. The Seemandhra ministers, MM Pallam Raju, V Kishore Chandra Deo, Kavuri Samabasiva Rao, D Purande swari, Panabaka Lakshmi, K Chiranjeevi, Kotla Suryaprakash Reddy, J D Seelam and Killi Kruparani have raised their pitch for making Hyderabad a Union Territory, a demand that is being fiercely opposed by the Telangana leaders. Apart from the status, the jurisdiction of Hyderabad too is being fiercely disputed with the T leaders wanting it to be restricted to the revenue division of Hyderabad district and the Seemandhra leaders seeking a larger common territory.
The GoM is aware of the demands from both the sides. A compromise that will be acceptable to both the sides will be arrived at, said the sources. In this backdrop, Tuesday saw hectic developments in the national capital with leaders from both the regions making last-minute pitches to ensure a fair deal for themselves in postdivided Andhra Pradesh. Throughout the day, GoM members and Union ministers Sushilkumar Shinde, A K Antony and Jairam Ramesh met with various leaders from the state.
The day began with Union law minister Kapil Sibal meeting home minister Shinde to discuss the legal and constitutional issues likely to be addressed with regard to Hyderabad as joint capital. Later, on the same issue, Union science and technology minister and Telangana leader S Jaipal Reddy in meetings with Shinde and Ramesh vehemently argued against UT status for Hyderabad.
Emerging from the meetings, Jaipal said he had discussed the legal and constitutional problems that the formation of the new state would throw up. As an advocate of Telangana, I have conveyed my views to the GoM members in detail. There are no legal problems whatsoever due to the bifurcation of the state. In fact, there wont be any security issues for the Seemandhra people living in Hyderabad. Whoever forms the govt in Telangana will provide security to all the people living there, he said.
Meanwhile,MoS finance J D Seelam called on Prime Minister Manmohan Singh and requested UT status for Hyderabad. We are not against Telangana and also not against the transfer of Hyderabad to Telangana after 10 years. But this concession of UT would create a positive atmosphere in the assembly and help the Seemandhra MLAs to extend support to Telangana, Seelam told the media.
In the meantime, Union minister of state for railways Kotla Suryaprakash Reddy put pressure on the GoM for consideration of Rayala-Telangana.Armed with reams of resolution from 1,700 village panchayats from Kurnool and Anantapur district, he called on home minister Shinde on Tuesday morning and defence minister A K Antony in the evening and pressed for the inclusion of the two Rayalaseema districts in the new Telangana state. In case the Centre is not for the creation of Rayala-Telangana, Kotla wanted Kurnool to be made the capital of residuary Andhra Pradesh.
In between,a team of about 20 Telangana leaders including MLA Marri Sashidhar Reddy, Rajya Sabha member V Hanumantha Rao, former minister P Shankar Rao, former MP Mallu Ravi and MLC S Jagadeswar Reddy presented a memorandum to Shinde which demanded that the strength of the Telangana assembly be raised from 119 to 153 to in order to remove the political instability inherent in smaller states. Increasing the strength would provide stability and make political participation wider, Sashidhar Reddy said.

T bill may be tabled in LS on Dec 10 -Debate On Bill May Be Of Short Duration
The A P Reorganization Bill 2013 is all set to come up before the Lok Sabha in the second week of Dec 13. Even though the House is being summoned to sit on Dec 5, the first day normally would be adjourned after obituary references. The next day, Dec 6 being Babri Masjid anniversary, important business is unlikely to be taken up in the House. Since there would be no sitting on Saturday and Sunday,serious business is expected to commence only from Dec 9. However, since it would be the first day of business, the opposition parties including the BJP are likely to raise issues like the coal gate scam to score a point over the UPA government and force the adjournment of the House. According to sources ,the Telangana bill is likely to be tabled in the Lok Sabha any day between December 10 and 13.
The Govt sources said the debate on the T bill will be a short one.In the case of the UP Reorganization Bill 2000, the time allotted was just four hours. This time also, the ruling party would not allow the debate to go out of hand. At best, three to fours hours will be allotted for the debate, the sources said. According to the sources,none of the Seemandhra leaders would be given a chance to speak on the bill. The principal speaker from the ruling benches will be home minister Sushilkumar Shinde who will pilot the bill, they said.Except the BJP ,none of the political parties would get more than five minutes to speak as the Congress wants to finish the debate as early as possible, the sources said and added that the plan of the UAP government is to take steps to ensure that the two states come into existence on New Year Day (January 1),2014.
In the meantime,the Group of Ministers which met in Delhi on Thursday could not complete the process as expected due to the absence of two important members,health minister Ghulam Nabi Azad and finance minister P Chidambaram.The next meeting is expected to be held on November 27.Union Home ministry sources said the finishing touches to the draft bill will be given in the next meeting.Speaking to the media after the meeting,Shinde said that they would complete the process at the earliest.
