Centre hopes to cool T stir with regional council - The Other Two Regions Too To Be Appeased With Similar Move

The Telangana Regional Council that the UPA government is most likely to unfold as its forward movement on the vexed separate state issue after Bakrid on November 7 is to have full functional autonomy.AICC sources said such a council,as recommended by the Srikrishna Committee,will have no validity unless it is armed with functional autonomy as well as adequate funds. An announcement to this effect is expected in the next few days.However,in order to placate the other two regions,similar regional councils will be named for Rayalaseema and Andhra as well.While former PCC president D Srinivas is tipped to be the chairman for the Telangana council,the chairmen for the other two councils are yet to be shortlisted, said the sources.

While it is not clear as to how Telangana elements like the TRS will react to the announcement of a regional council,AICC sources said the Telangana Congress leaders have been told not to protest such a move and that the high command will brook no dissent on this step.We too have been informed of the proposal for regional councils for the three regions.We welcome the development, said a Congress MP from the Seemaandhra region. The setting up of the regional councils with adequate budget and functional autonomy is an arrangement pending the final decision on the statehood issue. This is exactly the arrangement that the West Bengal government worked out with Gorkhaland protagonists in which the separate statehood demand remained intact but a development council was agreed upon pending a final decision on the division of the state, the sources said.

PC dropped hints about T council
Congress sources said a hint about the regional council move was given to CM Kiran Kumar Reddy by Chidambaram when the two met on the sidelines of the IPS probationers passingout parade at the Sardar Vallabhai Patel National Police Academy on Saturday.The UPA government hopes that the formation of a TRC with an all-party representation from the assembly,municipal corporations and local bodies would work as a state within state and put an end to suicides and other agitations that have been plaguing the region. The regional council proposal has already become a point of debate among the regions leaders.A regional council is welcome.However,we cannot give up our demand for statehood for Telangana, said a T Congress MLA. Presenting the rationale for such a proposal, AICC sources said a Telangana Regional Council could reassure the T-people on the implementation of GO 610 and the implementation of irrigation as well as other projects in the region on a priority basis.

There is all round suspicion among the T-leaders on the sincerity of the state government headed by an Andhra chief minister over the implementation of GO 610.If the council is vested with the authority to implement the GO,all the misgivings would be eliminated.Similarly,anomalies in allocation of funds to the irrigation projects and recruitment to various jobs could also be addressed, the sources hoped.
