RTC stir punctured- NMU Calls Off Stir;KCR Says Govt Engineered It

The state government on Monday claimed a breakthrough in the 28-day-old Sakala Janula Samme (peoples strike) spearheaded by Telangana state Govt. employees seeking a separate state with the National Mazdoor Union (NMU), representing the majority of the striking employees of the APSRTC from the region,calling off the strike.However,the Telangana Political JAC and TRS president K Chandrasekhar Rao were quick to claim that the breaking of the strike was engineered by the state and that the majority of the striking RTC employees will continue to abstain from their duties till their demand for a separate state is met.

After holding talks with transport minister Botsa Satyanarayana on Monday morning,APSRTC NMU general secretary Mahmood Ali told the media that the strike,undertaken by the RTC employees on September 19,has been called off.Of the 57,000 employees from the Telangana region working in the RTC, almost 48,000 are affiliated with the NMU.After a deal was brokered,RTC MD B Prasada Rao said that he was hopeful that the corporations full-fledged services will resume by Wednesday.

Schools remain closed


Many educational institutions in the city that reopened after the Dasara vacation were forced to shut down on Monday by Telangana activists who told school and college managements to declare a holiday for the entire week.While the agitators in some cases vandalized property and even manhandled staff for attempting to conduct classes,in most cases the institutions remained closed.

Cong may use Didi to thwart T

In typical Congress fashion of running with the hare and hunting with the hounds,the party is likely to announce that it is not against Telangana in principle but will use partners of the UPA to stymie the prospects of a new state for the time being. Specifically, Mamata Banerjees Trinamool Congress which is apprehensive about pressure to carve out Gorkhaland from W Bengal is going to be pressed into service to bring the process of creating Tstate to a halt. The Congress will say that while it is not against creation of Telangana, its coalition dharma prevents the party from going forward right now without concurrence of UPA partners, highly informed sources told.It is for this reason that Pranab Mukherjee has been brought to the forefront for the settlement of the the Telangana issue. Pranab from W Bengal has close ties with Mamata Banerjee.

However,the Congress party knows that with the announcement of Telangana in December 2009, a Pandoras box has already been opened and ultimately it would have to take a positive view on creation of Telangana on the eve (or in the run up to) the next general election slated for Apirl 2014. Analysts point out that Congress bosses realize that the failure to grant separate statehood for Telangana would lead to a massive outpouring of sentiments and votes for members of the NDA alliance and the TRS which is in forefront of the movement. This will create trouble for the UPA alliance in the next elections as the TRS will rush to the NDA.

The Congress bosses in Delhi have also realized that the general strike in the state which has now completed almost a month is not likely to subside in a jiffy and slowly but surely things are going to get worse.The entire state is on the path to paralysis and an appeal to the striking employees is not going to have any effect. Buying time also requires a Herculean effort, said Congress insiders. They also said that no strong arm action is expected because that will spoil the show for the Congress and lead to the situation going out of hand. For the effect,however,both the police and the AP chief minister are going to talk tough from now onwards.

The party is now in the process of working out an amicable solution and most of it relates to future of Hyderabad around whose fortunes revolves around the solution to the Telangana tangle. Seriously being considered is a separate administrative region status for Hyderabad. This was a solution first proposed by TOI as early as December 20,2009 in its Hyderabad edition and July 8,2011 in its New Delhi edition. By this,Hyderabad will have a separate empowered and autonomous city government. This will give a measure of security to the population originally from Andhra who have been settled in the city for decades and have made massive investments here.

UT status for Hyd

The other option being considered for Hyderabad is to give it a UT status for a limited number of years, say seven years. In this period,Hyderabad will serve as the common capital of Telangana and Andhra (when a new state is created) and the interim phase will be used by Andhra to build a new capital with huge central grants. Since a large sum of money will come from the Centre,the contractors lobby which plays a dominant role in politics will not be averse to the idea of seeing in it a huge business opportunity. The Congress bosses are mighty upset with chief minister Kiran Reddy who they blame for poor political management that has aggravated the problem. More than that,they are also upset with him for failing to gauge the intensity of the feelings among the people of the area and projecting to the Central bosses that all is well. He has now been asked to shape up.
