The final push for Hyderabad - Syed Amin Jafri

Though the war of nerves between separate Telangana proponents and Samaikyandhra supporters was brought to an end with the Congress Working Committee announcement on July 30,the battle of wits over Hyderabad is far from over.Even as T protagonists are gloating over their achievement,their Seemandhra counterparts are making a final push to claim the trophy.With fatigue gripping the rival camp, Samaikyawadis are launching fresh offensives to breach the defences. The Seemandhra region has been on boil for 40 days. The state administration is virtually on an extended holiday, paralysed by strikes by AP NGOs. Seemandhra leaders from Congress,Telugu Desam and YSR Congress are exerting pressure on the Union government to work out the best deal for their region. The Congress high command too is willing to walk an extra mile to address their concerns.

Union home minister Sushil Kumar Shinde, who has been tasked with implementing the CWC resolution on Telangana at the government level, has come out with confirmation of what has all along been attributed to his ministry sources. He blurted out that two to three options are being weighed by the Centre to decide on the status of Hyderabad to take forward the process of formation of Telangana state. Those manning the Congress war room in Delhi have been informally telling their partymen from both sides that the issue of Hyderabad would be clinched soon. Apparently,Telangana Congress leaders have indicated that they are prepared for any compromise on Hyderabad in the interest of Telangana state.

CM N Kiran Kumar Reddy had the gumption to term the CWC decision on Telangana as suicidal.But chief ministerial aspirants in Telangana do not have the guts to tell their high command that central rule for Hyderabad under any name would prove suicidal for the party, because it would be perceived as proxy rule of Seemandhras over Hyderabad. Instead of fighting Seemandhra lobby on the issue of Hyderabad, these leaders seem to be quietly acquiescing with central leadership on a formula that would be considered as a great bargain by their rivals from other regions. Who would benefit immen-sely if Delhi or some other type of central administration is imposed on Hyderabad. T-protagonists would have none but themselves to blame if Seemandhra leaders succeed in bifurcating Telangana by knocking away Hyderabad as a Union territory. That this powerful lobby had been working with a purpose ever since Telangana issue resurfaced is obvious.

As early as in 2005, the then CM YS Rajasekhara Reddy mooted Greater Hyderabad by merging 12 adjoining municipalities with MCH. The MIM and other parties opposed the proposal tooth and nail. After the HC disposed of the petitions against the merger, YSR promptly notified the formation of Greater Hyderabad Municipal Corporation in April 2007. Simultaneously,proposals were mooted as early as 2008 for further expansion of the GHMC area with the merger of more gram panchayats. The municipal administration department issued draft notifications for merger of 38 gram panchayats into GHMC area. As soon as the HC disposed of petitions against their merger, the government promptly issued the GOs for de-notification of 36 gram panchayats and for their merger into GHMC. Again, there were no protests from any worthy among Telangana Congress leaders against this hasty merger, despite the GHMC council rejecting the proposals at its last general body meeting.

While Golconda was famous for its diamonds, the city of Charminar has been lovingly called as Hyderabad Nagina by native Hyderabadis. The current battle over Hyderabad reminds one of the fate that befell Golconda at the hands of Mughals in 1688 AD. Mughal army led by Aurangzeb laid siege to Golconda for the second time in 1687 AD. The invading army camped at Fateh Maidan (present day LB Stadium) for nine months. After the gates of the fort were surreptitiously opened by a saboteur one night, Golconda fell into the hands of Mughals. The seventh Qutub Shahi ruler Abul Hasan Tana Shah was taken prisoner and shifted to Aurangabad. Incidentally, Fateh Maidan was besieged by Seemandhra supporters on Saturday who held their meeting to proclaim Hyderabad Manadi. (The writer is a member of the legislative council and a journalist)

Muslim groups oppose UT for Hyd               

Reacting sharply to the Union home minister Sushil Kumar Shindes statement on multiple options for Hyderabad, activists of Movement for Peace and Justice (MPJ) on Sunday said that they will not settle anything less than Telangana with Hyderabad as the capital. Hameed Mohammed Khan of MPJ said that the group will protest any move to turn Hyderabad into a Union Territory.He also said they were opposed to Hyderabad remaining as the common capital of the divided state for more than five years. Ten years is too long a time and we fear that Hyderabad may go the Chandigarh's way.

Hyderabad should not remain a joint capital for more than five years, he said. The MPJ and its affiliate, the Welfare Party of India,have been vocal in their support for Telangana and have held that its creation would benefit the minorities and marginalized communities. With a sizable representation from the Muslims of Telangana,these organizations are fighting for the implementation of reservation for Muslims as suggested by Ranganath Mishra Commission. Addressing the gathering at Dharna Chowk in the city, Khan said that if Hyderabad is turned into UT,it would be a step backward for democracy.People of Hyderabad would have no representation and would not get a fair share of the capitals revenue.Hyderabad is also not located suitably for being made a UT, he said.

TJAC convener Kodandaram, who was also present to lend support to the group, said that turning Hyderabad into UT would benefit neither Telangana nor Andhra region. Speaking about minorities in Telangana, he said, We demand a fair representation of the minorities not just in education and jobs but in politics as well. Kathi Venkataswami of Telangana Lecturers Forum (TLF) said that over the time Urdu went into oblivion in the united state sans state support. If the language of a community is destroyed, the community itself will see destruction. Today Muslims occupy less than two percent of the jobs in the government, he said. TJAC activists and Telangana intellectuals also participated in the meeting.
