Prez rule cannot be ruled out in AP

The Centre will not hesitate to impose Presidents rule in Andhra Pradesh,its counsel told the AP high court on Monday. The developments in the Seemandhra region since the announcement of Telangana over a month ago are being closely monitored, and if the Centre feels that the state is unable to handle the situation, it may resort to imposition of Presidents rule,the counsel said.

Asst Solicitor Gen Ponnam Ashok Goud told this to a bench of Chief Justice Kalyan Jyoti Sengupta and Justice KC Bhanu that was hearing a plea by V Ravi Kumar, an advocate, who challenged the validity of the strike being carried out by Seemandhra Govt employees against decision to bifurcate the state. The Centres counsel was pointedly asked by the bench as to what would the Centre do if the state failed to control the situation. Ashok Goud replied that they would rely on the report of the state governor to arrive at a conclusion on the prevailing situation,, if it so warranted, they might impose Presidents rule to tackle the problem.

The bench directed the Centre to file its counter incorporating all these contentions. However, the counsel, while responding to another query, made it clear that the decision on Telangana is still at a political level and has not attained any official status so far. The bench then asked why the employees are agitating protesting a political decision of the Govt, that too based on mere apprehensions. Even in cases where new states were formed, the rights of employees were never affected, the bench said.

Appearing for the APNGOs association, senior counsel C V Mohan Reddy told the bench that the party (Congress along with its allies) decided to bifurcate the state. If we wait for the decision to become official, then there would be nothing left to fight for. Already the Prime Minister told a team of APNGOs that its too late for them to approach the authorities, the counsel said. The bench posted the case to September 16 for further hearing.
