Joint capital contours take shape-To Include GHMC Revenue Division,Cyberabad & Hyd Police Limits

GOI is veering towards limiting the contours of Hyderabad as the joint capital of the two states to the Hyderabad and Cyberabad police limits from the law and order point of view and the GHMC jurisdiction as the revenue division.Such a demarcation will protect the individuality of the new Telangana state as well as safeguard the Seemandhra interests in Hyderabad until residuary Andhra Pradesh gets its new capital, highly places sources privy to the development told TOI.

The Cyberabad police limits stretches across a vast 3,600 sq km covering Hyderabad and Ranga Reddy districts while the Hyderabad police jurisdiction extends to a mere 200 sq km.Together,the two police districts cover 3,800 sq km in the Greater Hyderabad region and once this area is notified as the joint capital jurisdiction from the law and order point of view,all vital installations including the Rajiv Gandhi international airport would come under its purview, the sources said.

The Cyberabad police limits extends from Abdullapurmet near Ramoji Fim City till Lingampally near BHEL and from Medchal,Shamirpet and Ghatkesar till Maheswaram and Ibrahimpatnam on the other side.By bringing all these outlying areas under the Hyderabad joint capital jurisdiction,the authorities can ensure that any possible attempts by Maoists to regain a foothold in the core Telangana region will be thwarted, they claimed.

For the revenue limits of the joint capital,GOI is inclined to settle for the 625 sq km that is the jurisdiction of the Greater Hyderabad Municipal Corporation (GHMC).The Centre has considered the demand of some political parties that the joint capital jurisdiction be limited to the Hyderabad revenue district that is spread over 217 sq km.However,that is not feasible as the city has expanded much beyond that area and that jurisdiction has lost all its relevance now, said the sources.

 T Bill to be tabled in winter session               

New Delhi: The Andhra Pradesh Reorganisation Bill,seeking to carve out a separate state of Telangana,will be tabled in the winter session of Parliament,Union home minister Sushilkumar Shinde has said. Speaking to reporters here on Thursday,Shinde sought to put a definite timeline on when the government would bring the Bill to bifurcate Andhra Pradesh to Parliament.We will table the Telangana Bill in the winter session, he said.

According to government sources, the Union home ministry has decided to fast-track the process for division of the state, and the GoM may finalize its recommendations by November 20.On November 18,the GoM will hold a final round of consultations with Andhra chief minister Kiran Kumar Reddy and Union ministers from Andhra Pradesh.

Even as GoM winds up its work, the home ministry and law ministry are working on the outline of the draft Andhra Pradesh Reorganisation Bill. Once the GoM recommendations are in, they will be incorporated in the draft Bill,paving the way for the home ministry to move it for Cabinet approval.Though Shinde refused to indicate when the Bill will be brought to Cabinet, sources indicated that it may happen anytime after November 20.

The Cabinet note, to be finalized by the Union home ministry, will seek approval for the draft Bill and request a recommendation to the President to refer the draft Bill to the state legislature for its views. Even if the AP assembly, which is divided on bifurcation, fails to clear the Bill, it will not affect the prospects of creation of Telangana. An approval of the draft Bill by Parliament by a simple majority is all that is needed to complete the bifurcation process.

The GoM on Thursday met secretaries of five ministries to seek clarifications on their respective proposals submitted to it.This was in continuation of the GoMs deliberations on November 11 with secretaries of other key ministries on issues covered in its terms of reference. On November 12 and 13,the GoM had met representatives of Andhra parties. All eight parties, barring the TDP that boycotted the consultations, presented their views on issues relating to the bifurcation.

Seemandhra netas want realty control

Hyderabad: According to them, the joint capital will be under the control of the GOI and administered by the governor or a specially appointed administrator for the joint capital. These proposals have been almost finalized and the details will be spelt out in the AP Reorganization Bill,2013,that will be presented in Parliament during the winter session in the first week of December, officials told TOI. Meanwhile, apprehending that the jurisdiction of joint capital Hyderabad can extend up to the HMDA limits and that Bhadrachalam town could be ceded to Seemandhra in order to placate the Congress leaders from that region, a delegation of Telangana Congress leaders led by Union minister Jaipal Reddy has decided to oppose it tooth and nail when the T Union ministers meet the GoM in Delhi on November 28.While a 8-member Seemandhra also would meet the GoM on that day, the T region is represented only by three ministers, namely Jaipal Reddy, Sarve Satyanarayana and P Balram Naik.
The T Congress leaders suspect that the Seemandhra Congress leaders might have extracted a concession on the HMDA. We suspect a design in this.The real estate in the form of land and structures in the hands of the Seemandhra politicians and industrialists extend all over the HMDA limits,from Bhongir and Sangareddy to Shadanagar. By getting this included into the Hyderabad joint capital territory (HJCT),they can prevent control over them by the Telangana government, T Congress sources told TOI.
Meanwhile, APCC spokesperson Kamalakar Rao said the T Congress leaders intend exerting pressure on the three central ministers from the region to ensure that the Telangana that finally takes shape would comprise only the 10 districts and Hyderabad as endorsed by the CWC and the UPA cabinet. A false propaganda has been unleashed by the Seemandhra leaders.Earlier, it was regarding water sharing, power and employment and now, it is Bhadrachalam and the HMDA area as the joint capital.We want to expose the fallacy of these arguments before the GoM and Congress high command, he said.
