GoM report before cabinet on Dec 4-New State To Have 10 Districts, Bhadrachalam To Remain With T

New Delhi: The new Telangana state will comprise the 10 districts of the region with the GHMC limits of Hyderabad acting as the joint capital of the two states. Bhadrachalam will remain part of Khammam district of Telangana. These are the salient features of the bifurcation report that was given the finishing touches by the Group of Ministers on Thursday.

The final report of the GoM as well as the AP Reorganization Bill,2013, will be submitted to the Union cabinet on December 4. The cabinet will take up both the items for clearance at its meeting the same day at 5 pm, home minister Sushilkumar Shinde told the media here on Thursday afternoon. All precautions have been taken to make the bill error-free and opinions of legal experts were sought before undertaking the exercise, the home minister said. When asked about the contentious issues, Shinde said there are no problems whatsoever over Hyderabad and the temple town of Bhadrachalam.
 
He added that last minutes changes could not be ruled out if suggested by the cabinet. The bill will not hurt anybody as all the problems, arising out of the division has been addressed, he said. Even though neither Shinde, who heads the GoM, nor any other member was forthcoming on the contents of their report, sources said all the contentious issues have been resolved. The Rayala-Telangana proposal is not feasible. Bhadrachalam will remain with Khammam, and Hyderabad, barring some subjects such as law and order and revenue, will be part and parcel of Telangana state. And for the joint capital, the GHMC limits will be the jurisdiction, top sources told TOI.

Another important subject considered by the GoM at the instance of the AK Antony committee is the protection of vast chunks of land owned by Seemandhra people in and around Hyderabad that are lying unused. A mechanism will be put in place to protect the assets of the Seemandhra people, the sources revealed. Meanwhile, home minister Shinde announced the end of the exercise after an hour-long meeting with finance minister P Chidambaram and rural development minister Jairam Ramesh.

NewDelhi:The meeting, held at the finance ministers office in North Block, was also attended by senior officials of the finance ministry. They are said to have finalized the distribution of assets and components of financial package to the Seemandhra region. In the 49 days since the GoM was formed, it had consultations with all political parties, Union ministers, MPs, legislators, senior officials from the state and the Centre to gather feed back on the 11 terms of reference given to it. It had even set up a task force headed by MHA security adviser K Vijaykumar which looked into the security aspects in Hyderabad during the period the city serves as the joint capital.

Stating that the T bill would be introduced in Parliament during the winter session, Shinde said the GoM would concentrate on the preparation of the bill and that it would be completed in a couple of days. After the return of Union minister Ghulam Nabi Azad to Delhi, the GoM will meet on December 3 to formally ratify the report and the Telangana bill before it is send to the consideration of the cabinet the next day
