Hiccups for Congress on Telangana front - BJP May Not Support T Bill

Hyderabad: The we-mean-business attitude that the Congress is displaying on the Telangana front is all set to be punctured by the BJP whose leaders predicted on Friday that the Telangana bill will not come up in Parliament during the winter session. Even if the bill is tabled, there is no guarantee that they will support it as the ruling partys intention is to only reap political gains,leaders of the opposition party claimed. Congress leaders including home minister Sushilkumar Shinde have said that the Telangana bill will be tabled during the winter session of Parliament starting December 5.
 
As per my information, the Congress-led UPA government will not table the Telangana bill. Even if the bill is tabled, it would be for political reasons and not for the benefit of the people of Telangana. So, why should we say that we would support the bill at this stage Let them come clear on the issues the Seemandhra people are raising and come out with the draft bill, we will react after that, BJP national spokesperson Prakash Javdekar told TOI over phone from Delhi.

The BJPs approach could make it difficult for the Congress in getting the bill passed. While it may be able to scrape through in the Lok Sabha, the ruling party would require the support of the principal opposition party to get it passed in the Rajya Sabha where out of the total strength of 244, the Congress has 71 members to BJPs 44.

Reiterating his opposition to the bifurcationof AP, CM N Kiran Kumar Reddy on Friday said he was ready to quit in the interest of the state. Addressing a gathering at the Rachchabanda programme at Chodavaram in Visakhapatnam, the CM said he was holding the programme to convey to the people his firm stand against division of the state.P5

With internal deliberations indicating that the Congress will be the biggest gainer in case Rayala-Telangana is carved out, the party high command has instructed the Group of Ministers looking into the bifurcation issue to give this idea a serious thought before the entire exercise is completed in the next few days. According to sources, the Congress is examining proposals from within that are suggesting that carving out Rayala-Telangana will be a win-win situation for the party. By including the two Rayalaseema districts of Anantapur and Kurnool, both of which are Congress strongholds, there are many advantages for the ruling party. It will be richer by 28 assembly and four Lok Sabha seats and can emerge as the largest party in the new state,  prevent a sweep of the Seemandhra region by the YSR Congress and check the growth of the BJP in the Telangana region. In comparison, carving out Telangana with only 10 districts could be detrimental for the Congress and beneficial only to the TRS, said the sources. The GoM has already sought inputs on this issue from political parties during the interaction on November 12-13.

T ministers may oppose Rayala-Telangana proposal
Hyderabad: Yes, they did ask me specifically about Rayala-Telangana. But I made it clear to them that we are dead against it and that the Congress should stick to the announcement made on Telangana on July 30 this year, CPI state secretary K Narayana told TOI. Apart from the CPI, the TRS is the biggest opponent of the Rayala-Telangana move as it would stand to lose its hold in the region to a considerable extent if that happens. We were not asked about it, said TRS leader K Keshava Rao.

Meanwhile, the MIM has made it clear that it is all for the creation of Rayala-Telangana. Indications are that the GoM will broach the subject when CM Kiran Kumar Reddy and the Seemandhra Union ministers interact with it on November 18. However, the Telangana Union ministers are likely to oppose it as they perceive it to be a dilution of what was promised to them earlier.

Apart from weakening the YSR Congress, the creation of Rayala-Telangana can deal a fatal blow to the Telugu Desam Party, claim the supporters of this viewpoint within the Congress. The hold of the Reddy community in Rayalaseema would shrink by half and cripple Jagan. As for the TDP, it would lose an important district like Anantapur where the backward castes have been solidly behind the party. The opposition party had set a record of winning two MP seats, that of Anantapur and Hindupur, by fielding little known BC leaders in 1999. This laid such a strong a foundation for the party that in the recent panchayati raj and cooperative polls, the TDP bagged the maximum number of seats in Anantapur, said a Congress leader from that district.

The proposal, though looking odd from the perspective of Rayalaseema identity and sentiment, has got strong votaries. For example, Union minister of state of railways Kotla Surya Prakash Reddy is one of the advocates of Rayala-Telangana as such a creation would protect the interests of his native Kurnool and Anantapur district, both of which are fed by water from the Tungabhadra. Only the creation of Rayala-Telangana will protect the interests of Rayalaseema farmers and youth. The Congress should seriously consider the proposal, Kotla said.
