New Delhi: Taking the process of bifurcation of Andhra Pradesh a step further, the 7member Group of Ministers (GoM) in principle decided against according Union Territory status to Hyderabad. It will woo the Seemandhra region with a special financial package and assured the people of the two regions that all their concerns would be addressed with fairness and objectivity.
The GoM will carry out the bifurcation exercise on the recommendations of Justice B N Srikrishna Committee that gave an extensive report on Telangana in 2010. The Srikrishna Committee's report will be the basis of the whole exercise, Union home minister Sushilkumar Shinde,who heads the seven-member ministerial panel, told the media after the meeting. The GoM is to take a view on aspects such as Hyderabad status, law and order, formulating a legal and administrative mechanism for the division, sharing of river water, irrigation resources and other natural resources, especially coal, water, oil and gas between the two states and also inter-se with other states, including the declaration of Polavaram Irrigation Project as a national project.
The 40-minute long meeting decided to seek all the relevant information on the subjects included in the terms of reference of the GoM from the state government as well and begin the process immediately. Chaired by Shinde, the meeting was attended by Ghulam Nabi Azad, M Veerappa Moily, Jairam Ramesh and V Narayana Swamy (special invitee to the GoM). Antony, who is unwell, and P Chidamabaram, who is abroad could not attend the meeting.

No deadline to submit T report New Delhi: The ministers also divided the subjects between themselves. After the meeting, Azad said the committee discussed how to go about the exercise and parameters to be taken into consideration for bifurcation of the state. He said a full-bench meeting would take place on October 19,2013. Azad also made it clear that the GoM had no deadline on submitting its report, adding that the process of creation of Telangana had started.
A note released by the home ministry said the GoM had discussed the approach and methodology to be adopted for eorganization of AP in Friday's meeting. According to sources, none of the ministers present in the meeting favoured UT status to Hyderabad and did not want to deviate from the CWC recommendation on Hyderabad. The important issue among other things that figured is the huge financial package for the backward regions of the Rayalaseema and Andhra regions.
The GoM assured the people of AP that the relevant issues as well as their concerns would be addressed with fairness and objectivity. It also assured that it would take the opinion of stakeholders on all important subjects while formulating its recommendations. The terms of reference for the GoM include determining the boundaries of the new state of Telangana and the residuary state of Andhra Pradesh with reference to the electoral constituencies, judicial and statutory bodies and other administrative units.
The GoM would also look into the legal and administrative measures required to ensure that both the state governments can function efficiently from Hyderabad as common capital for 10 years, besides taking into account the legal, financial and administrative measures that may be required for transition to a new capital of the residuary state of Andhra Pradesh. Sources also said the GoM was unlikely to visit the state but would receive delegations to take their views into consideration.
