Act Judiciously -To stem the chaos in Andhra,the Centre must intervene with a clear and long-term plan

Five days after the Union cabinet approved a home ministry proposal to divide Andhra Pradesh the strike by government employees has had a debilitating impact,plunging five districts in Rayalaseema and coastal Andhra regions in darkness and hitting power supply in other southern states.The Centre must show urgency in dealing with a fast-deteriorating situation. The governments decision to remove all impediments that lay before the proposed Telangana state hasnt been accompanied by a clear plan on how the division of the state is to be brought about.Nor has there been much attempt to assuage understandable anxieties in the rest of Andhra,by offering a solution that looks win-win to everyone.In the event the decision to split Andhra,coming as it does just before Lok Sabha polls,looks as if it is guided more by political expediency,in order to undercut Jagan Reddy and garner some seats in Telangana for the Congress.Neither has Jagan,who is under investigation for large-scale corruption,helped matters much by attempting to seize the high moral ground and going on an indefinite fast on a pro-united Andhra plank.

The Telangana Rashtra Samithi (TRS) has also been busy adding fuel to the fire by threatening to oust people not hailing from Telangana.TRS chief K Chandrashekhar Rao must desist attempting to mobilise one section of the people against another.The basis of any fair division must be that people should have the right to live,buy and sell property in whichever state they want,without any coercion.And it is the Centres duty to ensure that citizens constitutional rights are preserved in both Seemandhra and Telangana.

The immediate task before the Centre now is to intervene judiciously.Imposing Presidents rule would be a short-term solution.To ensure that normalcy returns to Seemandhra,it must invoke the Essential Services Maintenance Act and dispatch sufficient central paramilitary troops to quell violence in a charged atmosphere.If TRS adopts a maximalist agenda,it can be countered by placing a moratorium on Telanganas statehood until a satisfactory arrangement can be hammered out on sharing river waters,distributing resources and preserving citizens rights.Failure to act decisively and effectively at this juncture could prove politically ruinous for the Congress even in Telangana
