T discrimination in Inter answer scripts evaluation

An evaluation flaw in Intermediate Public Examinations 2010, has kicked off a fresh regional debate with the TRS alleging that students from Telangana region are marked low when their answer scripts reach Andhra and Rayalaseema evaluators.

Trouble started with BIE officials revealing that a student from Warangal who was awarded a zero by a private college evaluator from Kadapa was later given 75 marks when he applied for re-evaluation. G Balaramaiah, secretary, BIE in a media conference held on Monday, had announced that several such cases had come to BIE for re-evaluation. There were several cases where students were given better marks than their original IPE scores, said G Balaramaiah,secretary, BIE. The student, a CEC group candidate had written his second year IPE this March and was declared to have failed in the subject, economics when the results came out on April 30. The student, however applied for re-evaluation and was given 75 marks out of 100 in the same subject by evaluators at the central office of BIE, Nampally.

Telangana Rastra Samithi (TRS) workers staged a dharna before BIE office, Nampally asking the secretary, G Balaramaiah for an explanation. The activists also demanded a region-wise valuation with answer scripts from a particular region would be valued in centres of that area. According to BIE officials over 20,000 students had applied for re-evaluation this year out of which over 4,000 were given marks that were higher than that awarded in IPE. BIE has however, corrected only 16,000 answer scripts so far. We will get the rest corrected by the end of the first week of June, Balaramaiah said, adding that there might be more students whose scores will see some change. Meanwhile, he also revealed that over 25 per cent students who were declared as having failed in IPE was later declared as having passed the examination through re-evaluation. BIE officials, had also said that the number of students having applied for re-evaluation had increased from 19,000 in 2009 to over 20,000 in 2010.
Meanwhile,TRS and Telangana- Joint Action Committee members had demanded a region-wise valuation of BIE answer scripts. They pointed out that T-JAC had earlier appealed BIE not to send answer scripts from Telangana region to Andhra and Rayalaseema regions under the presumption that the evaluators there would be biased.BIE,officials,however, said that legal action will be taken against the erring evaluator for violating BIE rules. If he fails to give a satisfactory explanation for awarding no marks to the student, the private college where he is employed will be asked to dismiss him from his duties permanently, said G Balaramaiah, secretary, BIE. The secretary, also added that the claim that the evaluator did the marking on purpose cannot be substantiated. No one other than the central incharge comes to know of details of the candidates region. No evaluator would get to know of it, Balaramaiah said. BIE officials also said that 15,000 erring evaluators have been issued showcause notices this year. The evaluators might also have to pay a fine ranging from Rs 3,000 to Rs 10,000 depending upon the severity of the mistake.
