సోనియా సమక్షంలో ఇప్పటికే రెండుసార్లు తెలంగాణ అంశంపై భేటీ శ్రీకృష్ణ కమిటీ నివేదికలోని సిఫారసులు సహా పలు ప్రతిపాదనలపై చర్చలు భిన్నాభిప్రాయాలు వ్యక్తమయినా,చివరకు విభజన దిశగానే ఆలోచనలు తెలంగాణ ఏర్పాటు చేస్తూనే.. ఇతర రాష్ట్ర డిమాండ్లపై రెండో ఎస్‌ఆర్‌సీ ప్రకటన? దశాబ్దం పాటు ఉమ్మడి రాజధానిగా హైదరాబాద్.. లేదా కేంద్రపాలిత ప్రాంతం! ముఖ్యమంత్రి కిరణ్‌కూ అందిన సంకేతాలు..!, కాంగ్రెస్‌లో రేగుతున్న కలకలం అనుకూల, ప్రతికూల వాదాలతో చివరి దశ ఒత్తిడి ప్రయత్నాల్లో నేతలు

 ప్రత్యేక తెలంగాణ అంశంపై కాంగ్రెస్ అధిష్టానం ఆలోచన మారుతోందా? తెలంగాణ ప్రాంతానికి ప్రత్యేక అభివృద్ధి మండలి ఏర్పాటు చేయాలన్న ఆలోచనను మార్చుకుని.. ఆంధ్రప్రదేశ్‌ను విభజించి తెలంగాణ ప్రత్యేక రాష్ట్రాన్ని ఏర్పాటుచేసే దిశగా అడుగులు వేస్తోందా? కాంగ్రెస్ అధిష్టానం పెద్దలు, ముఖ్యమంత్రి కిరణ్‌కుమార్‌రెడ్డి సన్నిహితుల నుంచి అందుతున్న సంకేతాలు.. అవుననే చెప్తున్నాయి. తెలంగాణ ప్రత్యేక రాష్ట్ర ఏర్పాటు విషయంలో కాంగ్రెస్ అధిష్టానం ఇప్పటికే ఒక ఆలోచనకు వచ్చినట్టు సమాచారం. తెలంగాణపై రూట్‌మ్యాప్ సిద్ధం చేసే ప్రక్రియను తెరవెనుక ముమ్మరం చేసినట్లు కూడా చెప్తున్నారు. డిసెంబర్ 28వ తేదీన ఢిల్లీలో జరిగిన అఖిలపక్ష సమావేశం అనంతరం.. తెలంగాణపై నిర్ణయం నెల లోపు వెల్లడిస్తామని కేంద్ర హోంమంత్రి సుశీల్‌కుమార్‌షిండే చేసిన ప్రకటనకు గడువు మరో పదిహేను రోజులే మిగిలింది. ఆ భేటీ తర్వాత కాంగ్రెస్ అధ్యక్షురాలు సోనియాగాంధీ సమక్షంలో జరిగిన పార్టీ ముఖ్యుల సమావేశంలో రెండుసార్లు తెలంగాణ అంశంపైనే చర్చించారు.

రాష్ట్రంలో నెలకొన్న సంక్లిష్ట సమస్యల నేపథ్యంలో తెలంగాణపై అనేక ప్రతిపాదనలను వడపోసిన అనంతరం రాష్ట్ర విభజన తప్పదన్న ఆలోచనకు కాంగ్రెస్ అధిష్టానం వచ్చిందని చెప్తున్నారు. ఈ అంశంపై అధిష్టానం పెద్దల్లో భిన్నవాదనలు ఉన్నప్పటికీ.. చివరకు తెలంగాణ ఏర్పాటు చేయటమన్న ఆలోచన దిశగానే అడుగులు వేస్తోందన్న సంకేతాలు వెలువడ్డాయి. అయితే.. దీనికి చివరి దశలో ఎలాంటి రూపమిస్తారు? నిర్ణయం ఎప్పుడు ప్రకటిస్తారు? వంటి అంశాలను ఇంకా తేల్చాల్సి ఉంది. ఈ విషయంపై కాంగ్రెస్ కోర్ కమిటీ సభ్యులు ఇటీవలి కాలంలో నోరు మెదపటం లేదు. అంతర్గతంగా చర్చల విషయాలను రాష్ట్ర నేతలతో పంచుకోవటానికి ఇష్టపడటం లేదు. అయితే పరోక్షంగా వారు వెల్లడిస్తున్న విషయాలనుబట్టి.. తెలంగాణ ఏర్పాటు దిశగానే చర్యలు ఉండబోతున్నాయన్నది అర్థమవుతోందని కాంగ్రెస్ నేతలు చెప్తున్నారు. కేంద్రం తీసుకోబోయే నిర్ణయం తెలంగాణకు సానుకూలంగా ఉండబోతోందన్న సంకేతాలు ముఖ్యమంత్రి ఎన్.కిరణ్‌కుమార్‌రెడ్డికి కూడా అందినట్లు సమాచారం. గత కొద్ది రోజులుగా రాష్ట్రంతో సంబంధాలున్న అనేక మంది ఏఐసీసీ ముఖ్యుల వ్యవహార శైలిలో కూడా స్పష్టమైన మార్పులు కనబడుతున్నాయని రాష్ట్ర కాంగ్రెస్ నాయకులు చెప్తున్నారు. అయితే రాజకీయ వ్యూహంలో భాగంగానే ఇలాంటి సంకేతాలు ఇచ్చారన్న వాదనలు కూడా వినిపిస్తున్నాయి.

బలమైన సంకేతాలు...

తెలంగాణ ఏర్పాటు చేయాలన్న డిమాండ్‌తో ఆ ప్రాంత నేతలు ఢిల్లీ పెద్దల ముందు నివేదించిన సందర్భాల్లో త్వరలోనే పరిష్కారం చూపుతామని, తొందరపడి నిర్ణయాలు తీసుకోబోమని మాత్రమే సమాధానం వచ్చేది. అదే సమయంలో సీమాంధ్ర నేతలు కలిసి రాష్ట్ర విభజనకు అంగీకరించేది లేదని, విభజిస్తే నష్టం జరుగుతుందని వివరించినప్పుడు అలాంటిదేమీ జరగదని స్పష్టంగా చెప్పేవారని గుర్తుచేస్తున్నారు. అయితే.. గత కొద్ది రోజులుగా ఢిల్లీ నాయకుల వైఖరిలో స్పష్టమైన తేడా కనపడుతోందని రాష్ట్ర కాంగ్రెస్ నేతలు అంటున్నారు. నాలుగు రోజుల కిందట కాంగ్రెస్ సమైక్యాంధ్ర నేతలు ఢిల్లీ వెళ్లి పార్టీ పెద్దలను కలిసినప్పుడు.. రాష్ట్ర విభజన జరగదంటూ గతంలో మాట్లాడిన ధోరణిలో అంతే గట్టిగా ఈసారి చెప్పలేకపోయారని, వారి మాటలను బట్టి తమలోనూ అనుమానాలు బలపడ్డాయని సీమాంధ్ర నాయకుడొకరు చెప్పారు. ఇదిలావుండగా.. ఈ నెల 18 నుంచి 20 వరకు మూడు రోజులపాటు జైపూర్‌లో ఏఐసీసీ చింతన్ శిబిరం జరగనుంది. దీంట్లో చర్చించాల్సిన కీలకాంశాలపై ఏఐసీసీ నేతలు ఎజెండాను ఖరారు చేశారు. అందులో ప్రస్తుతానికి తెలంగాణ లేదు. అయినప్పటికీ చివరి నిమిషంలో దాన్ని చేర్చే అవకాశాలు లేకపోలేదని చెప్తున్నారు. జైపూర్‌లో తొలి రెండు రోజుల సమాలోచనల్లో తెలంగాణ అంశం చర్చకు రావచ్చని ఏఐసీసీ నేత ఒకరు తెలిపారు. ‘తెలంగాణపై సస్పెన్స్ ఇంకెంతో కాలం కొనసాగదు. తెలంగాణ అంశానికి సాధ్యమైనంత తొందరగా ఫుల్‌స్టాప్ పెట్టాలని సోనియాగాంధీ భావిస్తున్నారు. అందువల్ల చర్చకు రాదని చెప్పలేం’ అని ఆ నాయకుడు పేర్కొన్నారు.

సోనియా ముందు భిన్నవాదనలు

తెలంగాణకు సంబంధించి సోనియాగాంధీ సమక్షంలో జరిగిన సమాలోచనల్లో కాంగ్రెస్ కోర్ కమిటీ సభ్యులు భిన్నవాదనలు వినిపించినట్లు సమాచారం. ముఖ్యంగా రక్షణమంత్రి ఎ.కె.ఆంటోనీ రాష్ట్ర విభజనను పూర్తిగా వ్యతిరేకించినట్లు తెలిసింది. 2009 డిసెంబర్ 9న కీలక ప్రకటన చేసిన కేంద్ర ఆర్థికమంత్రి చిదంబరం రాష్ట్ర విభజనకు సానుకూలత వ్యక్తం చేసినట్లు చెప్తున్నారు. అయితే.. ప్రధానమంత్రి మన్మోహన్‌సింగ్ మాత్రం.. రాష్ట్ర విభజనకు సుముఖత వ్యక్తం చేయలేదని సమాచారం. అలాగే.. కేంద్ర హోంమంత్రి సుశీల్‌కుమార్‌షిండే కూడా తన అభిప్రాయంపై స్పష్టత ఇవ్వలేదని, పార్టీ అధిష్టానం ఆలోచన మేరకు నడవాలన్నది ఆయన వైఖరిగా చెప్తున్నారు. ఈ సమావేశాల్లో జస్టిస్ శ్రీకృష్ణ కమిటీ నివేదికలోని సూచనలపైనే చర్చలు కొనసాగినట్లు తెలుస్తోంది. ఈ విషయంలో పలువురు నేతలు రాహుల్‌గాంధీతో ఎప్పటికప్పుడు చర్చిస్తున్నట్లు సమాచారం.

ఇటు తెలంగాణ.. అటు రెండో ఎస్‌ఆర్‌సీ..!

తెలంగాణను ఏర్పాటు చేస్తే హైదరాబాద్‌ను దశాబ్ద కాలం పాటు ఉమ్మడి రాజధానిగా కొనసాగిస్తూ రాష్ట్రాన్ని విభజించటం, లేదా హైదరాబాద్‌ను కేంద్రపాలిత ప్రాంతంగా చేయటమన్న అంశాలపై దృష్టి సారించినట్లు విశ్వసనీయ సమాచారం. తెలంగాణ ప్రత్యేక రాష్ట్రాన్ని ఏర్పాటు చేస్తూనే.. దేశంలోని ఇతర ప్రాంతాల్లో ప్రత్యేక రాష్ట్రాల డిమాండ్లపై రెండో ఎస్‌ఆర్‌సీ (రాష్ట్రాల పునర్వ్యవస్థీకరణ కమిషన్)ను వేయాలన్న ప్రతిపాదనను కూడా పరిశీలించారని చెప్తున్నారు. తెలంగాణ అంశాన్ని ప్రత్యేకంగా పరిగణించలేదని, మిగతా ప్రత్యేక రాష్ట్రాల డిమాండ్లనూ పరిశీలిస్తున్నామని చెప్పేందుకు ఈ వ్యూహాన్ని అనుసరించాలన్న ఆలోచన వచ్చినట్లు సమాచారం. తెలంగాణకు ప్రత్యేక అభివృద్ధి మండలి, రాష్ట్రాన్ని సమైక్యంగా ఉంచటం వంటి అనేక ప్రతిపాదనలపై చర్చోపచర్చల అనంతరం.. ప్రస్తుతం రాష్ట్రంలో నెలకొన్న రాజకీయ పరిస్థితులను దృష్టిలో ఉంచుకుని.. చివరకు తెలంగాణ అనుకూలంగా నిర్ణయం తీసుకోబోతున్నామన్న సంకేతాలను అధిష్టానం ఇచ్చిందన్న అభిప్రాయం కాంగ్రెస్‌లో వ్యక్తమవుతోంది. అయితే.. కాంగ్రెస్ పెద్దల ‘వ్యూహాత్మక ప్రణాళిక’లో భాగంగానే తెలంగాణకు సానుకూలంగా సంకేతాలు ఇస్తున్నారని భావిస్తున్న వారూ ఆ పార్టీలో ఉన్నారు.

ముమ్మరమైన చివరి యత్నాలు...

తెలంగాణపై చెప్పిన గడువు సమీపిస్తున్న నేపథ్యంలో కేంద్రంలో ఏం జరుగుతోంది? ఎలాంటి నిర్ణయం తీసుకో నున్నారు? అనే అంశాలపై ఆయా రాజకీయ పార్టీల్లో ఒకవైపు తీవ్రస్థాయి చర్చ సాగుతుండగా.. మరోవైపు అనుకూల ప్రతికూల వాదాలతో నేతలు తమ చివరి దశ ఒత్తిడి ప్రయత్నాల్లో నిమగ్నమయ్యారు. తెలంగాణకు సానుకూల నిర్ణయం తీసుకోబోతున్నారని గత రెండు రోజులుగా కాంగ్రెస్ నేతలకు సంకేతాలు అందుతుండటంతో కాంగ్రెస్‌లో అలజడి మొదలైంది. తాజా సంకేతాల నేపథ్యంలోనే కాంగ్రెస్ సమైక్యాంధ్ర ప్రజాప్రతినిధుల ఫోరం ఈ నెల 17న సమావేశం ఏర్పాటు చేసినట్లు చెబుతున్నారు. 18వ తేదీన జైపూర్‌లో ఏఐసీసీ చింతన్ శిబిరం ప్రారంభం కానున్న నేపథ్యంలో ఒక రోజు ముందే సమైక్యాంధ్ర నేతలతో సమావేశం నిర్వహించి అధిష్టానానికి గట్టి సంకేతాలు పంపాలని నిర్ణయించారు. మరోవైపు తాజా పరిణామాల్లో ఢిల్లీ తీసుకోబోయే నిర్ణయంపై సమైక్యాంధ్ర ప్రజాప్రతినిధుల ఫోరం కన్వీనర్ శైలజానాథ్ ఈ నెల 15న ముఖ్యమంత్రితో ప్రత్యేకంగా భేటీ కానున్నారు. ఇదిలావుంటే.. తాజా పరిణామాల నేపథ్యంలో కొందరు ఎంపీలు తమ పదవులకు రాజీనామా చేయాలన్న ఆలోచనకు వచ్చినట్టు తెలుస్తోంది

United AP backers restive over TJAC moves

Hyderabad: With the Telangana Political JAC announcing its programme of agitation for the next 15 days on Sunday and urging the people of the region to intensify the movement in case the UPA government backs out on the separate state demand,the Seemandhra region has become restive. The TJAC,which met here under the chairmanship of M Kodandaram on Sunday,announced a series of programs for the next two weeks to mount pressure on the Congress high command and UPA government for a favorable decision on Telangana. The entire top brass which included Kodandaram,G Devi Prasad and K Srinivas Goud attended the meeting.Emerging from the meeting,Kodandaram announced the action plan till January 27.January 28 is the deadline stated by the UPA government for announcing their decision on the demand for statehood for Telangana. As per the programme,TJAC will observe Mauna Deeksha at martyrs memorial pillar near Assembly and another protest program will be organised on January 27.Throughout the period between January 17 and 27,Telangana activists will take out protest marches across the region. Kodandaram said the TJAC would sound the war bugle in association with all similar organisations in case there was no Telangana announcement on January 28.If there is no announcement before January 26,we will meet on 27 and finalise the Maha Pratighatana to be organised after January 28.Organisations of teachers,RTC,Singareni Colleries and government employees of various departments will formulate their own agitation activites, he said. Meanwhile,Seemandhra Congress leaders including ministers,apprehensive of a possible bifurcation of the state,also decided to intensify their efforts to stall such an eventuality.The leaders,who met in the Congress legislature party (CLP) office here on Sunday,decided to undertake a Delhi tour in the next few days to meet the AICC leadership and oppose any move to bifurcate the state.Among those present at the meeting were school education minister S Sailajanath,tourism minister Vatti Vasant Kumar and former ministers Gade Venkata Reddy and JC Diwakar Reddy. Sailajanath said a broadbased meeting is being planned with all Seemandhra leaders either on next Tuesday or Wednesday.He did not rule out a Delhi Yatra for the purpose. Even though there was a categorical assurance from the leadership against the division of the state,fear of a last minute change of mind in Delhi is haunting them.We dont want to be caught by surprise like the one we faced on December 9,2010 when then home minister P Chidambaram announced a road map for the creation of Telangana.Our plan is to avoid such a disaster, a leader told the media. Sources said all central ministers from Seemandhra which include V Kishore Chandra Deo,D Purandeswari,MM Pallam Raju,Panabaka Laskhmi,Killi Kruparani and K Surya Prakash Reddy and Vijayawada MP Lagadapati Rajagopal,Rajya Sabha members Renuka Chowdary and KVP Ramachandra Rao are said to be lobbying against the division of the state at their level i.e.both at government and at party levels.

Centre moots Telangana territorial administration - Hyd May Be Kept Out Of TTA

Hyderabad:A Telangana territorial administration (TTA) is being envisaged by the central government as part of its T-package that is likely to be unveiled before the month-end.Though the broad contours of the package has been conceived by the Union home ministry,the details are likely to be worked out in light of the deliberations of Congresschintan baithak at Jaipur later this week.Highly placed sources said that TTA will have executive and financial powers but no legislative powers.The TTA will have to be created by an Act of Parliament and cleared by the President.
Hyderabad is likely to be kept out of the TTA.The TTA will have a chief executive and a few executive councillors.The councillors are likely to be directly elected by the people.
Although announcement of the TTA will be announced shortly,its creation will be preceded by establishment of a committee that will work out the powers to be granted to the proposed body and other details including the strength of the council.The committee to be headed by a retired judge of the Supreme Court will have a member-secretary who will be an IAS officer from the Andhra Pradesh cadre.
Sources say that chief minister Kiran Reddy is in the loop on the matter and important inputs have gone from him.The Congress bosses are in absolute agreement about a package for Telangana and there is no going back on this matter, highly placed sources said.Analysts said that the Congress party at the present juncture is too weak to take a decision on creation of a separate Telangana state.Hence this move that is likely to temporarily satisfy Telangana proponents without raising the hackles in Andhra circles.The analysts said that a decision about a full fledged Telangana state will have to wait for the 2014 elections.Such a decision can be taken by the new government depending on the intensity of the demand then and the strength of the government.
TTA will not be unique in the sense that a similar arrangement is in place in Gorkhaland in the hill district of Darjeeling in West Bengal.But TTA will cover 10 districts of Telangana while the Gorkhaland Territorial Administration (GTA) covers three subdivisions of Darjeeling and one sub-division of Siliguri.
Home minister Sushilkumar Shinde had told representatives of political parties on December 28 that the government would take a decision on the matter within a month.Political circles are agog with speculation about a T-package but most politicians are not sure about what it will contain.

SRIKRISHNA TIES TELANGANA IN KNOTS

Minutes after the Srikrishna Committee report was made public on Thursday morning,the volatile Osmania University campus erupted in violence with the students fighting pitched battles with the security forces throughout the day.In the violence that continued till late in the night,at least six persons were injured including students and security personnel. After the security forces lobbed over a 100 stun grenades and teargas shells,the students retaliated by pelting stones at the security forces at various points of conflict and the campus resembled a war zone.Among the injured were Task Force additional DCP M Srinivasulu who was admitted to Yashoda Hospital in Malakpet,Nallkunta SI K Ravi Kumar,and students Naveen,Sampath Kumar,Laxmiprasad and Ramesh.Unconfirmed reports said Ravikumar an LLB student undergoing treatment at Gandhi hospital was allegedly hit by a bullet.City police commissioner in a late night release claimed that 15 rounds of rubber bullets were fired at the OU campus. In the violence on Thursday that may be indicative of the shape of things to follow,both the security forces and the students displayed new battle tactics.After finding that the students were disarming the teargas shells that were lobbed at them by quickly immersing them in mud in the previous instances of violence,the police brought in the stun grenades this time that delivered a loud noise equivalent to high-pitched Diwali crackers.

The students,on the other hand,masked themselves with handkerchiefs while attacking buses and other vehicles so that they are not identified. The violence on Thursday began just as APSRTC sent a relief vehicle (AP10Z-1660 ) to remove the Musheerabad-bound bus that was burnt by students late on Wednesday night.When the relief vehicle towing the bus reached OU Arts College at 11.45 am,the students who had gathered there in strength,stopped the vehicle and set it ablaze.At the same time, another group of students tried to break out of the campus on the Vidyanagar side and were lathicharged and chased back by the cops. The students later took out a rally from OU Arts College to universitys NCC Gate and tried to spill out onto the main road around 1.10 pm.The police,however,stopped them by firing the stun grenades.In the firing,two students sustained serious injuries.While Naveen,a PG student of the university was hit on the head by a shell,Laxmiprasad,an MA Economics student,was injured on the knee.

The stand-off at the Eflu gate near B Hostel continued till 1.50 pm at which point the police success-fully disbursed the protesting students.Meanwhile,a 108 ambulance that was trying to remove injured students from the campus was stopped at the main gate of the university by the police and was not allowed to leave for over 15 minutes. The next round of violence commenced at 2.40 pm when a group of students took out a rally to OU police station and started pelting stones at the paramilitary forces standing guard before the English and Foreign Languages University (Eflu) building.At around 4.40 pm,a school student who had come to participate in the agitation,got injured by a stun grenade used by the forces.The violence continued till around 7 pm.

Intensifying the speculations that a forward movement is around the corner on the Telangana front,the Congress core committee met again for the second consecutive day on Friday in which Union railway minister Pawan Kumar Bansal was also present.Bansal is a member of Parliament from the Union territory of Chandigarh and Congress sources said Fridays meeting focused on the status of Hyderabad.The meeting also saw the presence of Prime Minister Manmohan Singh,who did not attend Thursdays meeting of the core committee.Fridays meeting also apprised the PM of the deliberations that Union home minister Sushilkumar Shinde had on the issue with the political parties from Andhra Pradesh and what was discussed in the earlier meeting of the core committee, they said.As per the assurance Shinde gave on December 28,the Centre will announce a decision on Telangana within a months time.

Meanwhile,about 55 T-Congress leaders,ministers,MPs,MLAs,MLCs and other senior leaders at a meeting in Hyderabad on Friday resolved to stymie the moves of Seemandhra leaders reported moves to derail the process of Telangana formation. Expressing satisfaction at the way high command was tackling the issue,the leaders,who met at the Club House of the Ministers Colony in Hyderabad,asked all the leaders from the region to be vigilant against the designs of some Seemandhra leaders who are exerting extreme pressure on the Congress high command not to divide the state.

The leaders led by former working committee member K Keshava Rao,panchayat raj minister K Jana Reddy and deputy chief minister C Damodara Raja Narasimha,discussed the developments in Delhi for over three hours before adopting a resolution unanimously.The resolution,which is to be presented to the Delhi leadership on Saturday by Jana Reddy,said nothing short of Telangana with Hyderabad as capital was acceptable to the people of the region.The leaders also decided to undertake a Delhi yatra in the second week of January to meet the central leaders.

Hyderabad: Medak MP Vijayashanti on Friday said her party Telangana Rashtra Samithi (TRS) would not settle for anything less the Telangana state with Hyderabad as the capital.Inaugurating a bike rally at the party office in Hyderabad,the star-turned-politician said TRS would oppose an idea of awarding special package for Telangana instead of statehood.We dont care for their packages,and leakages to the media.We want Telangana state with Hyderabad as its capital.We demand that the Centre grant statehood for the region.If they dont give,then we would be left with no choice but to intensify the agitation, said Vijayashanti.
