Asaduddin meets Sonia to discuss Rayala-Telangana

           
Majlis-e-Ittehadul Muslimeen (MIM) supremo and MP Asaduddin Owaisi met Congress president Sonia Gandhi at her residence at 10 Janpath in Delhi on Wednesday to discuss the status of Hydbad and the inclusion of parts of Rayalaseema with the proposed Telangana state. Sources from the Congress said Owaisi,who has come to terms with the bifurcation of the state,met Sonia Gandhi in the afternoon to persuade her not to make Hyderabad a Union Territory (UT).

Asad spoke to the Congress president and urged her not to make the city a UT, a senior Congress leader,who did not wish to be named,said.Asad also spoke for the integration of Anantapur and Kurnool districts which are in Rayalseema,which has a Muslim population of around 13%,with the future T state. There will be balance of Assembly seats if Rayala-Telangana is created as the seats in T which are 119 now ill cross the 145 mark if the two Rayalaseema districts are added.This would also increase Muslim concentration, said another party source

T decision final,Sonia tells CM - Kiran Presents Report On Simmering Seemandhra

C M Kiran Reddy failed to convince party president Sonia Gandhi to rethink against the decision to form new T state in an hour-long meeting,in which the CM even presented a dossier containing evidence of simmering tension in the coastal districts. In his first meeting with Sonia and Rahul Gandhi since the July 30 decision to form Telangana,the CM argued how lives of 4.5 crore people living in coastal Andhra and Rayalaseema might get affected due to bifurcation of the state,but Sonia said the decision taken by the Centre in consultation with UPA allies was final.

The party cannot go back at this juncture.All parties had given their consent to the Centre on T. And it is the Congress,which took the decision at the end, said Digvijay Singh,the AICC incharge of AP affairs,after the 10 Janpath meeting got over.Digvijay even urged Seemandhra employees not to disrupt the ongoing Eamcet counselling in the state,which some analysts said were clear messages that the Congress was firm on its July 30 decision and was urging Congress leaders from the region to call off the strike.

During his meeting,Kiran Kumar told Sonia that the widespread resentment in the Seemandhra region bears testimony to growing opposition against division of the state. He also tried to explain the folly of creating a state without resolving contentious issues like water sharing and power generation,but Sonia instead reminded Kiran Kumar that he had not raised those issues during the consultation process on T and had always said he was committed to abide by the high commands decision. In the meeting,Sonia asked the chief minister to meet Prime Minister Manmohan Singh as well and discuss all the issues raised by him,which Kiran Kumar failed to get at a short notice.

Emerging from the meeting,the chief minister,it is learnt was confident that his vociferous defence in favour of united Andhra did cut some ice with the party leadership that the T-process has serious issues, which needs to be looked into. Meanwhile,Seemandhra Congress leader and minister Ganta Srinivasa Rao said the Antony committee had acknowledged the issues surrounding the people of the two regions,livelihood of farmers and water sharing.The message given by chief minister Kiran Kumar Reddy and the Seemandhra Congress leaders that the CWC decision,while attempting to solve the Telangana problem,would create more complex problems,has been taken note by the party leadership, Ganta said.He said their team was returning home with the impression that the party would slow down the T-process.

The committee suggested that water issue would be settled by central tribunals.But we have effectively countered the suggestion by citing our experience with Karnataka on sharing of waters.The committee agreed that water was a contentious issue, the minister said.

HC raps striking APNGOs - Quit And Agitate,Court Tells Seemandhra Govt Employees

Ticking off the government employees from Seemandhra over their ongoing agitation against the bifurcation of state,the high court on Wednesday said they cannot fight against the political decisions of the state.The court said,if you want to agitate,you should quit your jobs. A division bench comprising Chief Justice Kalyan Jyoti Sengupta and Justice KC Bhanu made these observations while dealing with a plea challenging the APNGOs strike and said the NGOs have no right to go on strike when they were drawing salaries from the government exchequer.

The bench also sought to know within a week whether the Telangana decision was taken at the Congress party level or the central government too has taken a similar decision or not. If they have any grievance pertaining to their service conditions,they can approach us and we will look into it,but they cannot go on strike against political decisions.Strike is a statutory right only to some specific classes of employees,but not a Fundamental Right,the bench said.Justice Sengupta said that you are not workmen under the Industrial Disputes Act.Therefore,you have no right to go on strike.If you want to go on strike against a political decision better resign and join politics or call off strike.

Ravi Kumar,a practicing advocate of the city,moved the court with a PIL stating that the APNGOs Association and Seemandhra Secretariat Employees Forum have been on an indefinite strike from August 12 against the bifurcation decision.He contended that the employees have no right to make such demands and urged the court to direct the employees to withdraw the strike. The counsel representing the NGOs urged the court to grant time to file counter affidavit on the plea as the president of the association was not in the city.The counsel representing the Seemandhra Secretariat Employees Forum also sought time to file the counter.

Assistant solicitor general Ponnam Ashok Goud told the bench that the CWC has a taken decision to form a separate Telangana state.While granting a week time to the APNGOs Association and Seemandhra Secretariat Employees Forum to file their counter affidavits,the bench told the ASG to inform the court by the next date of hearing whether the Centre has taken any decision to carve out a separate state or not.The bench also directed the counsel representing the state government to file an affidavit explaining the steps being taken to tackle the current situation.
