We''ll achieve Telangana state come what may: TRS

Asserting that "no force on earth" could stop the Telangana movement, Telangana Rashtra Samiti chief K Chandrasekhar Rao today said they would rest only after achieving statehood for the region. "No force on earth can stop our movement now. This time we will rest only after taking Telangana. There is no question of resting without taking Telangana state," he said. Rao was addressing TRS workers hours after the Justice Srikrishna Committee submitted its report on statehood issue to Union Home Minister P Chidambaram in Delhi.

The TRS president demanded that the Centre grant statehood for Telangana in accordance with the statement made by Chidambaram on December 9, 2009. "The Centre should stick to its December 9, 2009 statement and create Telangana state irrespective of the (recommendations of) the committee. A separate state is the democratic aspiration of four crore people of Telangana," the former Union Minister said. He warned that it would be the Centre''s mistake if it did not move a Bill for carving out Telangana state in the Budget session of Parliament.

T Cong leaders bite their tongues on T panel report - TRS Vocal,T-Cong MPs/MLAs Follow Delhi Diktat

While TRS leaders spoke on Thursday in strong terms on separate Telangana irrespective of Srikrishna Committee report,mum was the word for the Telangana Congress leaders as they seemed to have taken seriously the high commands directive against making any statement on the report. Congress party MPs and MLAs from the region,who stole the thunder by forcing the government to withdraw all the cases booked against students, have suddenly fallen silent. Following a clear directive from high command, PCC president D Srinivas and Telangana Congress leaders refused to make any comment,saying that they were not aware of the contents of the report. Sources said the MPs and the MLAs from the region would meet on Sunday to discuss the strategy to be adopted after the report was made public on Jan 6.

While chief minister N Kiran Kumar Reddy appealed to the ministers to be cautious while making any comments on the subject,Srinivas urged the party leaders to observe restraint.Sources said the Congress party would decide on the names of its representatives who would attend the all-party meet convened by the Union home minister on January 6 after they receive the formal invitation. Asked about pressure from the grassrootslevel workers and leaders,a senior Congress leader,not wanting to be named,made it clear that the pressure would be more on the TCongress leaders.

Voters did not pay heed to the PCC chiefs repeated promises that AICC president Sonia Gandhi would give Telangana on a gold platter,and elected BJP candidate Lakshminarayana from Nizamabad.It only meant that the vote had gone in favour of those who championed the T caused better, he observed.He added that senior Congress leaders like Shabbir Ali,Indrakaran Reddy and G Vinod were defeated as voters were in no mood to pardon as they dillydallied on the T-issue.

The TRS and the BJP reiterated their demand that nothing short of a separate state would be acceptable to them and that the Centre should introduce a bill for separate state in the budget session of Parliament.
TRS leader K T Rama Rao found fault with the Centre for asking political parties to name two represe-ntatives for an all-party meeting on January 6 to deliberate on the Srikrishna committee report.The meeting was convened by Union home minister P Chidamabaram.He said they should have made it mandatory for the party president plus another leader to attend meeting if it were to serve any purpose. Senior BJP leader M Venkaiah Naidu too demanded a bill in Parliament and urged the people to show restraint.TDP leaders felt that the ball was now in the court of Centre.TDP Telangana forum would meet on Friday to chalk out its next course of action,said a senior party leader N Janardhan Reddy.

Even as the Justice Srikrishna Committee submitted its report to home minister P Chidambaram,the latter announced that the contents would be made public on January 6 after a meeting with the 8 recognised political parties of Andhra Pradesh. We have given the way forward.We have said what is to be done.There are many options, member secretary of the committee Vinod K Duggal,a former Union home secretary,said refusing to give details. Chidambaram said the government will consider the report carefully and begin the process of consultations with all political parties before taking appropriate decisions on the report.That is the only way in a democracy and those who respect democracy must also respect the processes of democracy, he said. The report is in two volumes.It will be carefully studied by the ministry of home affairs and will be shared with the ministries or government departments concerned.The government has great faith in the wisdom,maturity and tolerance of the people of Andhra Pradesh, he added.

The home minister said all political parties and groups had given an assurance that they would maintain peace,harmony and law and order.We welcome and believe these assurances. He said that he had noted that there was some concern about the deployment of security forces. Let me assure the people of Andhra Pradesh that the deployment of security forces is a purely precautionary measure.They will remain in the force headquarters or police stations as a reserve force.

The seven-point terms of reference announced by the Centre on February 12 has mandated the Justice Srikrishna Committee to examine the situation in Andhra Pradesh with reference to the demand for a separate state of Telangana as well as the demand for maintaining the present status of united Andhra. The Srikrishna Committee was set up in February to study,among other things,the situation in Andhra Pradesh in the aftermath of the agitation for a separate Telangana state and the counter-protests that virtually crippled the state for weeks.

Reacting to the submission of Srikrishna report,the Congress hoped that government would take an appropriate decision after taking political parties into confidence. Congress is not against smaller states including Telangana.Srikrishna Committee has submitted its report.We hope government will take political parties into confidence and take an appropriate action,party spokesman Shakeel Ahmed told reporters. FORCES GUARD SECRETARIAT - Ministers fear Prez rule in AP

Uncertain ministers of the Andhra Pradesh government apprehend that if the government does not handle the Telangana issue well enough,Presidents rule could well be imposed in the state.This issue figured prominently during the cabinet meeting held on Thursday a few hours before the Srikrishna Committee submitted its report to the Centre. In fact,the cabinet meeting began with a note of caution sounded by chief minister N Kiran Kumar Reddy who reiterated the Centres direction to party leaders,including ministers and legislators,not to make any comment before the media on the Srikrishna Committee report.
But interestingly,the meeting also witnessed some differences of opinion among the ministers on how to handle the law and order situation that could arise in the state post the Srikrishna committee report.The fear of violence breaking out was clearly evident as the government deployed paramilitary forces even outside the main gate of the Secretariat.Barricades and barbed wire were placed near the entrance road of the Secretariat and frisking and checking operations were intensified.

Roads & buildings minister Dharmana Prasada Rao expressed the opinion that the government should deal firmly with the situation.Else,the minister said,Presidents rule could be a reality in the state.This sparked protests from some ministers from the Telangana region.They felt use of force could instigate students and flare up the situation further.Rao tried to clarify that while allowing agitations to be taken up in a democratic manner,no one,be it from the Seemandhra or Telangana region,should be allowed to indulge in violence and cause damage to government and public property.The chief minister is learnt to have intervened and pacified both the sides by saying that the government had deployed forces only to maintain law and order.The forces were not meant to suppress any democratic form of protest,he said.

At the same time,he asked the I&PR minister D K Aruna to remind the media,particularly the electronic media,about the guidelines issued by the National Broadcasting Association and appeal to them to be judicious in reporting.

Armed men swarm city roads at night - Paramilitary Men Give Citizens The Jitters

A posse of armed paramilitary force personnel have surfaced on important roads in the city,particularly in the late evening hours,putting barricades at junctions and peering into vehicles suspiciously before allowing them to pass.If denizens were only speculating trouble following the submission of Srikrishna Committee report,they now say the strong police presence is now adding a sense of fear. The presence of paramilitary force personnel during late night hours not just in the trouble spots of last year,but other areas such as Hi-Tec City,Jubilee Hills and Banjara Hills is giving denizens tense moments.At the KBR Park-Banjara Hills junction,for instance,the posse of armed personnel barricading the road led to a traffic jam at midnight making many wonder if trouble had already broken out.The checks being conducted at Greenlands junction,Begumpet,leading to a similar jam had motorists suddenly becoming alert to a possible problem ahead on the road.

While there is no trouble yet,the city is dealing with more personnel than it needs.Former DGP R K Ragala says now that the forces are here in such large numbers,they need to be used and hence are being deployed even in areas that were peaceful last year. Currently,there are 18 companies deployed across Hyderabad and five in Cyberabad.Police reason that the deployment across the city,even in peaceful areas,has been done to flaunt the force to denizens.Officials say that too much police presence around Osmania University could instigate students,so they have been used at several other places along with the regular police for night time nakabandi.

Deploying the forces at key places has worked,according to the city police.Nearly 800 cases of drunken driving or driving without documents were registered in one zone alone.The paramilitary force,used otherwise for counter-insurgency,anti-terrorists measures or for containing communal tension,even helped catch thieves and vehicle-lifters apart from busting a pickocketing gang. We have to tone down their reaction level, DGP K Aravinda Rao said at a press conference on Thursday,reasoning why they were being used along with the city police.

But people in the city are perturbed.While many believe that the police presence is reassuring,others wonder just what this fear is about. For starters,the content of the Srikrishna Committee report would be made public only on Jan 6 so immediate trouble following its submission appears unlikely. Besides, there are political signals that indicate there wouldnt be trouble with the party in focus,TRS,repeatedly saying that irrespective of the committees recommendations,the Centre should table a bill in Parliament in the budget session starting February paving the way for a separate state. Most importantly,those following the agitation closely say it wasnt as big last year to merit this police presence.For those like M Bharat Bhushan who have not only seen the 2009-10 agitation and the one that played out on the streets of Hyderabad in 1969 find this response unwarranted.The problems are not so unexpected and people are prepared so it doesnt warrant this kind of paramilitary force, he says.

 గురువారం, 30 డిసెంబర్ 2010( 15:06 IST )--ఆంధ్రప్రదేశ్ భవితవ్యాన్ని తేల్చే నివేదికను శ్రీకృష్ణ కమిటీ కేంద్ర హోం మంత్రి పి. చిదంబరానికి గురువారం సమర్పించింది. 600 పేజీలతో కూడిన నివేదికను శ్రీకృష్ణ కమిటీ సభ్యులు కేంద్ర మంత్రి పి. చిదంబరానికి అందజేశారు. ఐదుగుర సభ్యులతో కూడిన శ్రీకృష్ణ కమిటీ, 11 నెలల పాటు రాష్ట్రంలోని పలు అంశాలపై అభిప్రాయాలు సేకరించి రెండు భాగాలుగా నివేదిక సమర్పించింది.  డిసెంబర్ 31లోపు నివేదిక సమర్పిస్తామని చెప్పిన శ్రీకృష్ణ కమిటీ నిర్ణీత గడువులోపే గురువారం కేంద్రానికి అందజేసింది. రెండు భాగాలుగా అందజేసిన శ్రీకృష్ణ కమిటీ తన నివేదికలో రాష్ట్ర విభజన, సమైక్యాంధ్రతో కలిగే లాభనష్టాల గురించి వివరించినట్లు తెలుస్తోంది. కాగా, కమిటీ నివేదికపై కేంద్ర హోం మంత్రి పి.చిదంబరం ప్రకటన జనవరి 6న చేసే అవకాశం ఉంది.

Telangana report to skirt yes or no

30/12/2010- New Delhi: Squarely throwing the ball into the Centre’s court, the Justice B N Srikrishna Committee report on the Telangana issue is said to have refrained from taking a categorical stand on carving out a separate state from Andhra Pradesh. Sources said the report, running into approximately 800 pages, to be formally signed today (Thursday) by the committee members in a small ceremony in the Home Ministry and then handed over to Home Minister P Chidambaram, has avoided making a specific recommendation either for or against a separate Telangana state. Instead, it "discusses" the pros and cons of a Telangana state and provides a set of options to the Centre. "(What the Centre does) is finally a call for the political leadership, not for the panel," said sources.

So the report discusses the historical position -- the demand raised at the States Reorganisation Commission headed by Justice Fazl Ali in 1953 -- and spells out options. These include a unified Andhra as it exists today (as demanded by the Praja Rajyam, CPM and MIM, who have listed it as their first preference), and a separate Telangana state that should include Rayalaseema, with Hyderabad as its capital (listed as second preference of the MIM). A demand for Hyderabad as a Union Territory has also been discussed, sources said. The option of three separate states -- of Telangana, Rayalseema and coastal Andhra -- raised by the Rayalseema Hakkulu Committee finds mention too.

Chapters authored by a former Central Water Commission chairman and a former head of the Central Electricity Authority, refer to issues of water and power-sharing between the three regions of Andhra Pradesh. The Congress and the TDP, the report is understood to assert, are split vertically on the demand along regional lines. Only the TRS and the CPI have endorsed the demand of Telangana, it says. The BJP, on the other hand, though supportive of the demand, boycotted the proceedings of the Srikrishna committee. The political consequences of a division are, of course, not a part of the report but will be a challenge for the UPA leadership while taking a final call on Telangana. For, a separate state would not only mean a vertical split in the Congress, it could tilt the political scales in favour of ousted leader Jagan Reddy.

Sources said the report does not make any mention of other statehood demands across the country like Gorkhaland, Bundelkhand, Harit Pradesh and Bundelkhand even though committee members agree that the various options spelt out would have a "natural bearing" on these demands as well.

Centre may not rush into T - Srikrishna Panel Report Today;Centre Gears Up To Keep Peace

HOW TO AVERT THE T HEADACHE? --With the Srikrishna Committe expected to submit its report on Thursday,Prime Minister Mamnohan Singh on Wednesday discussed with senior cabinet colleagues the situation that may emerge in Andhra Pradesh and the steps to deal with it. The meeting focused on ensuring peace in the state,so that the Centre has the opportunity to study implications of the panel findings in depth. The emphasis is on maintaining peace and this was discussed in detail at a meeting held by Prime Minister Manmohan Singh on Wednesday. The meeting was attended by home minister P Chidambaram and law minister M Veerappa Moily who is also AICC general secretary incharge of the state. The Centres apprehensions are clear.With the presence of several players in the Telangana debate ranging from Congresss own MPs,the Telangana Rashtra Samiti,rebel leader Jaganmohan Reddy and other outfits like TDP,the Centre is preparing for heavy police and paramilitay deployments.The nerve centres of likely agitations like Osmania University,the High Court in Hyderabad and the courts in Ranga Reddy district will be kept under watch.Some 5,000 paramilitary personnel have been sent to the state to maintain law and order.

There is a strong likelihood that the Centre will set up further mechanisms to study the Telangana demands,particularly in terms of the regional imbalances. Justice Srikrishna has indicated that the report is not going to be in black and white and will outline a set of options. Given the delicate nature of the political situation in Andhra Pradesh with chief minister Kiran Reddy presiding over a wobbly government,the Centre is not inclined to play with fire by considering the Telangana demand.It was pointed out that if solutions had been possible,they would have been considered some time ago.It seems Congress may look at measures like announcing a deputy CM from Telangana and other development packages though this is likely to be seen as tokenism.The capacity of TRS and Congresss Telangana leaders to spark an agitation cannot be underestimated.

Intrestingly,Jaganmohan is expected to meet Nationalist Congress Party (NCP) leader Sharad Pawar on Thursday,ostensibly in connection with crop damage and farmers woes in the recent heavy rains.His requests for a meeting with the Prime Minister have not drawn any response,but Pawar is ready to meet him.A part of Jagans calculations has been the unseating of the Kiran Kumar government. Meanwhile, information and broadcasting minister Ambika Soni met Chidambaram and discussed the advisory issued by the News Broadcasters Association (NBA) asking news channels to be sensitive while covering the release of the Srikrishna Committee report.Similar guidelines were issued before Ayodhaya (Babri Masjid-Ram Janmabhoomi title suit) verdict in September.Sources said Soni has suggested to Chidambaram to appoint a nodal officer in the home ministry for dissemination of all information related to Justice Srikrishna Committee report.

Warangal: Twenty-four hours before the Justice Srikrishna committee submits its report,a strong undercurrent of T sentiment swept through Warangal,the hotbed of separate state movement,with the activists planning Gujjar-type agitations to achieve their goal. Taking the lead,professors of Kakatiya University have called upon people to intensify the fight for Telangana by blocking the railway tracks and highways on the lines of Gujjars in Rajasthan who have been demanding 5 per cent quota for the community.If the Srikrishna committee report does not take into account the aspirations of 4.5 crore people,we would get ready to fight it out like the Gujjars, Prof K Venkatnarayana said.While the general mood is that the committee would go against the T-sentiment,what has angered the agitators is the deployment of security forces to quell any violence.If the Centre is committed to formation of a separate state as announced on December 9,2009,why should it should send central forces to Telangana districts, questioned Prof A Seetaram Naik.

As Telangana JAC leaders,youth associations and cultural troupes prepare themselves to chalk out new agitational plans after the committee report comes out,the students wing is looking up to the political JAC to take the lead in intensifying the movement by resorting to non-cooperation agitation in a big way.The central government has panicked.It is ridiculous that it has deployed one company of APSP, two companies of CRPF in Warangal district ahead of the report, said student JAC leaders Valivullah Quadri and Vasudeva Reddy.

Sources said another company is being sent to Mahabubabad which witnessed unprecedented violence when Jaganmohan Reddy tried to take out his Odarpu yatra. Warangal West MLA Dasyam Vinaya Bhaskar alleged that the state government is treating the region as a yuddha bhoomi (war zone) when the agitations were being carried out peacefully.We will intensify the non-cooperation movement in courts, educational institutions and every administrative set-up to achieve our goal, he warned. Get ready for mid-term polls: KCR


Kadapa MP YS Jaganmohan Reddy is yet to launch his proposed party.But TRS president K Chandra sekhar Rao says Jagan factor may lead the state to mid-term polls in the next few months. Speaking during a closeddoor meeting of the party leaders at the Telangana Bhavan here on Wednesday,KCR said that mid-term assembly polls can happen anytime early next year.But he is learnt to have assured the party leaders that TRS would sweep the elections in the region,if such a situation arises. Several MLAs from the other two regions (Andhra and Rayalaseema) are gravitating towards Jagan and this can ensure the fall of the Kiran regime,he reportedly told the leaders.However,the TRS chief was of the view that Jagan will have no impact in the Telangana region and only his party will hold the sway.The TRS has already built its cadre in the T districts and the people of the region believe in only TRS as TDP and Congress have let down the people on this issue, KCR said.

Threatening to resign from MPs and MLAs posts once again,if T bill is not introduced in the Parliament in budget session,TRS president asked the Congress leaders to follow the suit and fight for the separate state cause.Our party MPs and MLAs are ready to sacrifice their posts for the T cause.T Congress MPs and MLAs also should prove their sincerity by stepping down from their posts, he said.

జస్టీస్ శ్రీకృష్ణ కమిటీ నివేదిక వెలుగు చూడటం సందేహమే!!

రాష్ట్రంలో నెలకొన్న పరిస్థితులపై యేడాది సుమారు 11 నెలల పాటు అధ్యయనం చేసి జస్టీస్ శ్రీకృష్ణ కమిటీ తయారు చేసిన నివేదికను ఆ కమిటీ సభ్యులు గురువారం కేంద్రానికి సమర్పించనున్నారు. అయితే, ఈ కమిటీలో జస్టీస్ శ్రీకృష్ణ సూచించిన, పేర్కొన్న విషయాలు మాత్రం ఇప్పట్లో వెలుగు చూసే అవకాశాలు ఎక్కడా కనిపించడం లేదు.  కాంగ్రెస్ పార్టీకి తెలంగాణ రాష్ట్ర ఏర్పాటు కంటే.. బంగారు బాతుగుడ్డులాంటి ఆంధ్రప్రదేశ్ రాష్ట్రంలో పార్టీ పట్టును చేజారిపోకుండా చూసుకోవడమే ప్రధాన లక్ష్యం. ఈ కమిటీ ఏదోఒకవైపుకు మొగ్గు చూపక తప్పదు. దీనివల్ల ఒక ప్రాంతంలో పార్టీ లభాపడి, మరోప్రాంతంలో పూర్తిగా నష్టపోవడం ఖాయం. పైపెచ్చు తెలంగాణ సమస్య అత్యంత ప్రాధాన్యత సంతరించుకున్న అంశం. దీనిపై జస్టీస్ శ్రీకృష్ణ కమిటీ చేసిన సిఫార్సులు, సూచనలపై కేంద్ర మంత్రిమండలిలో చర్చించిన పిదమే ఒక నిర్ణయం తీసుకోవాల్సి ఉంటుంది. ముఖ్యంగా, యూపీఏ సంకీర్ణ ప్రభుత్వంలో భాగస్వామ్య పార్టీల అనుమతి లేకుండా ఎలాంటి నిర్ణయం తీసుకున్నా అది మొదటికే మోసం రావచ్చు. అందువల్ల కమిటీలోని అంశాలను బహిర్గతం చేసేందుకు ముందుగా భాగస్వామ్య పక్షాలకు నచ్చజెప్పాల్సి ఉంటుంది.

ఒకవేళ తుది నిర్ణయం తీసుకునేందుకు కాలయాపన చేయాలని భావిస్తే మాత్రం కమిటీ సమర్పించిన నివేదికపై అధ్యయనం చేసేందుకు ఒక మంత్రివర్గ ఉపసంఘాన్ని ఏర్పాటు చేసే అవకాశాలు ఉన్నాయి. తెలంగాణ అంశంపై ఇప్పటికే కేంద్ర మంత్రి ప్రణబ్ ముఖర్జీ అధ్యక్షతన యూపీఏ మంత్రుల సంఘం ఒకటి ఉంది. నివేదిక జాప్యం చేయడానికి మరోసారి అదే విధానాన్ని అవలంబించేకంటే, కొత్త ప్రక్రియను ఎదైనా తెరపైకి తెచ్చినా ఆశ్చర్యపోవాల్సిన పనిలేదని విశ్లేషకులు అభిప్రాయపడుతున్నారు. జస్టిస్ శ్రీకృష్ణ కమిటీ చేసే సిఫారసులపై ఎలాంటి నిర్ణయం తీసుకోవాలన్నా తొలుత కేంద్ర మంత్రివర్గంలో చర్చించాల్సి ఉంటుంది. ఇదేగనుక జరిగితే, నివేదిక అంశాలు ఇప్పట్లో అధికారికంగా వెలుగుచూసే అవకాశాలు తక్కువేనని చెప్పాలి. కమిటీ సిఫార్సులపై జనవరి నెలాఖరులోగా నిర్ణయం ప్రకటించకుంటే, తెలంగాణను భగ్గుమనిపించేందుకు తెరాస అధ్యక్షుడు కేసీఆర్, ఇతర తెలంగాణ ఉద్యమ సంఘాలు సిద్ధంగా ఉన్నాయి.

ఈ నేపథ్యంలో కేంద్రంలోని యూపీఏ సర్కారు ఫిబ్రవరి పార్లమెంటు బడ్జెట్ సమావేశాలు ప్రారంభమయ్యేలోగా వ్యూహాన్ని ఖరారు చేసుకోవాల్సి ఉంటుంది. మరోవైపు 60 ఏళ్ల సమస్యకు తాము శాశ్వత పరిష్కారం సూచిస్తామని చెపుతున్న జస్టీస్ శ్రీకృష్ణ మాత్రం.. కమిటీలో పేర్కొన్న అంశాలను మాత్రం బహిర్గతం చేసేందుకు నిరాకరిస్తూ అందరినీ ఉత్కంఠకు గురి చేస్తున్నారు. అయితే, కమిటీ సిఫార్సులు రాష్ట్రంలోని ఎక్కువ మందికి సంతృప్తి కలిగించే విధంగా ఉంటాయని జస్టిస్ శ్రీకృష్ణ చెప్పడం చూస్తే.. మెజారిటీ ప్రజలు సమైక్యాంధ్రను కోరుకుంటున్నారు గనుక, కమిటీ నివేదిక కూడా వీరి మనోభావాలకు అనుగుణంగానే ఉండవచ్చనే భావన కలిగిస్తోంది. ఏది ఏమైనా.. కమిటీ నివేదికలో పేర్కొన్న అంశాలను బహిర్గతం చేస్తారో లేక కాలయాపన పేరుతో మరుగునపడేస్తారో వేచి చూడాల్సిందే.

PM hold consultations with colleagues on Telangana issue

With the Justice B N Srikrishna committee set to submit its report on Telangana on Friday, Prime Minister Manmohan Singh on Wednesday discussed the sensitive issue with top Ministers and senior officials. The meeting was attended by Finance Minister Pranab Mukherjee, Home Minister P Chidambaram, Defence Minister A K Antony and Law Minister M Veerappa Moily besides senior PMO officials, sources said. The meeting assumes significance as the five-member committee led by Justice Srikrishna is likely to give its report on Friday suggesting "several options with their pros and cons" on the statehood issue.

Justice Srikrishna, a former Supreme Court judge, has expressed hope the report will bring out a permanent solution to the issue relating to bifurcation of Andhra Pradesh. The Committee was constituted by the Centre on 3rd February to look into the demands for the creation of a separate state as well as keeping Andhra Pradesh united.

Andhra Pradesh government had on Tuesday announced it would withdraw all cases against pro-Telangana students, who were in the fore-front of a violent agitation earlier this year. The government move came after Congress MPs from Telangana region went on a fast in support of the students, a move to win back confidence of Telangana people in Congress as K Chandrasekhar Rao-led TRS has been trying to hijack the statehood movement.
