Fearing rout,Cong may skip T bypolls - T Cong Leaders To Meet Sonia

Telangana cause may come in handy for the Congress, after all. In a bid to wriggle out of embarrassment of not winning any of 12 assembly seats in Telangana for which bypolls are due to be held by August, state leaders are advocating not fielding any candidate. A group of Telangana Congress leaders led by AICC secretary in-charge of Jharkhand K Keshava Rao is set to impress upon Congress chief Sonia Gandhi to adopt such a line. Senior leaders of Telangana Congress met once last Sunday to discuss the issue and resolved to gather support of other leaders. A second meeting is being planned next week. Keeping in mind Telangana sentiment, it would be wise for the Congress not to contest the elections. Another reason is that in case it contests and wins a seat against TRS, the Andhra and Rayalaseema leaders can claim this as a rejection of the Telangana sentiment in the region, said a T Congress leader. But real reason is that it is sure that it cannot win a single seat. The polls were necessitated following the resignation of 10 TRS MLAs and one each of the TDP and BJP at the height of the T agitation in February this year. Congress insiders admit that all the 12 MLAs who resigned have a very good chance of retaining their seats with a bigger margin. Not only that, none of T Congress leaders submitted their resignations. Thus if the party fields candidates, this will become the single biggest campaign point of TRS and will harm the Congress even more, said a leader.

The bypolls have virtually brought PCC president D Srinivas at the political crossroads. With his bid to enter the Council having been rejected due to denial of a ticket, and his chances of getting a Rajya Sabha nomination virtually ruled out, DS is increasingly being cornered into contesting from the Nizamabad Urban assembly seat from where he had lost to BJPs Y Lakshminarayana in the last elections. Therefore, DS will be the happiest person in case the Congress decides to skip the bypolls. In fact, he has been persuading several Telangana Congress leaders to campaign for the party not contesting the polls, said a T Congress leader. But precisely for this reason, some anti-PCC chief leaders are bent on putting the pressure on the party contesting the elections. While most are likely to press for the party skipping the bypolls, there are many others who are set to urge the high command to field candidates. But knowing that the Congress cannot win a single seat, Soniaji is likely to consider the plea of the T leaders, said a leader. The advocates of bypassingthe-polls campaign have got a shot in the arm due to the stance of the Telugu Desam. We have definite information that TDP will also not field any candidate (except one seat) in case the Congress does not, said a Congress leader. They have already met several MLAs and those aspiring to contest the polls to rally them against the party fielding candidates in the bypolls. We have already conveyed our sentiment to the party leadership in Delhi. Now we are planning to meet Sonia and other leaders soon, preferably in May, another leader said.

T-JAC CALLS FOR BAN ON FILM IN T REGION - Komaram Puli film faces T trouble

Komaram Puli, the Telugu film starring Pavan Kalyan, younger brother of PRP president K Chiranjeevi which is scheduled to be released soon, appears to be heading for trouble with T Political JAC on Thursday giving a call to people of the region not to watch it. Talking to media after steering committee meeting, JAC chairman M Kodandaram said that PRP was against the formation of Telangana and Pavan Kalyan was also its youth leader till 2009 general elections. He said JAC will oppose the activities of leaders who are opposed to Telangana including their films and other products. The students JAC, he said, had also given a call to obstruct the screening of the film. According to Kodandaram, another JAC, known as cinema JAC, was also created to study the problems faced by artists and film producers belonging to the Telangana region. He alleged that Telangana artists were being discriminated in Telugu films by denying encouragement. The cinema JAC will be organising a meeting to discuss issue on May 16 in city and veteran film artists and producers will attend and explain how non-Telangana producers were dominating the film industry. Appealing to opposition TDP and ruling Congress not to field candidates in the Assembly by elections from where TRS MLAs had resigned protesting against the constitution of Srikrishna committee on Telangana, Kodandaram said if anybody including PCC president D Srinivas contested election,it would be considered to be ethically wrong act. Stating that social and economic division had taken place among Telangana and Andhra people, he underscored the need for political division between the two regions. It is a historical necessity at this juncture. If it does not happen, we will see dire consequences in future, he said. As part of intensifying T agitation, JAC will observe May month as Udyama Sanghatita Masam (strengthening T-movement ). On May 5, 6 and 7, JAC will organise padayatras in old city and conduct district JAC meetings from May 7 to 9.

Meanwhile, TDP leader Arvind Goud demanded that Kodandaram should resign as chairman of the JAC since he participated in the foundation day celebrations of the party. Referring to the remarks of KCR calling TDP president a Sikandhi, Goud said that KCR is a man who would touch anyones feet when he needs their help and abuse them later. TDP condemns such attitude, he said.

Pavan offers prayers at Tirumala

With TRS workers threatening to obstruct his new film, Pavan Kalyan has turned to Lord Venkateswara seeking divine intervention for the smooth release of Komaram Puli. The actor, who reached Tirumala after walking all along from the Alipiri gate, said on Thursday this was his sixth visit to Tirumala shrine since the beginning of the shooting of his latest film. Meanwhile, musical maestro and Oscar winner AR Rahman visited Pedda Dargah in Kadapa on Thursday and took part in Urs fete. Rahman came to the dargah at 3 am and offered a chadar. He later offered namaz and special prayers. Rahman visits the dargah during important rituals and makes it a point to offer prayers at the dargah on his birthday.

KCR rules out any alliance

Ruling out possibility of forging an alliance with any political party in ensuing by-elections in Telangana districts or merger with Congress after T state is formed, TRS president K Chandrasekhar Rao said that his party will be the strongest political force in the new state. Addressing party delegates on occasion of 9th anniversary celebrations of TRS, he said party will continue with its singlepoint agenda of separate Telangana. Calling upon the cadre to ensure that the party candidates romp home with thumping majority in byelections, he said it was necessary for TRS to have its representation in assembly and parliament. However, for the first time, KCR admitted that the resignation of 10 TRS MLAs had left a vacuum in the assembly.

Jagan camp confident of overcoming T demand

Jagan camp is confident of overriding the demand that the PCC chief should be from the Telangana region. At present, the CM, Assembly Speaker and Council chairman are all from the non-Telangana region. It is only fair that the PCC chief should be from Telangana, said a regional leader. Apart from DS, those likely to contest for the post of the PCC chief from the T region include ministers J Geeta Reddy, Ponnala Lakshmaiah, former chiefs V Hanumantha Rao and K Keshava Rao and Rajya Sabha MP Nandi Yellaiah, while panchayat raj minister Botsa Satyanarayana is likely to throw the gauntlet from north coastal Andhra. If the party high command names any of the above mentioned leader, we will force a contest. Our leader has been deprived of the CMs post. The least the party could do is to appoint him the PCC president, a loyalist said and expressed confidence that Jagan will win hands down in case of a contest. According to party insiders, the ball is now in the high commands court. If it wants to put down Jagan, it can simply continue with DS as the PCC chief and put the election on the backburner. Alternatively, it can endorse Jagans candidature for the PCC post.In any case, it is clear that the Jagan camp is on the move, and want to project him as the only leader in the state who can step into the shoes of the CM whenever the high command decides to replace him, said a leader.

NOW IN KARIMNAGAR-Villagers vow to give up liquor for T

Taking inspiration from Khileshapur village in neighbouring Warangal district, hundreds of villagers of Bejjanki mandal in Karimnagar district took oath not to consume liquor until Telangana state is carved out. Villagers and teachers took the oath at a protest programme organised by students and Telangana Rashtra Samiti leaders. "When our brethern from more than 15 villages in Warangal had pledged not to consume liquor till the T-dream is realised, we thought we should also be part of the noble cause, "K Laxmaiah, a small farmer, said. Lauding the noble initiative, student joint action committee leader Ashok and teacher joint action committee convenor Ravinder hoped people of other villages would follow suit and ban liquor consumption. "We hope other villagers would emulate us in not contributing to the state exchequer by not consuming liquor," Ashok said. The unique mode of protest in support of separate Telangana was launched by a software engineer K Narasimha Raju of Khileshapur village in Raghunath pally mandal in Warangal district a month ago. It has now spread to over 15 villages. "We could convince the Bejjanki villagers. We told them that it was ethically wrong on their part to consume liquor and contribute to the exchequer of united Andhra at a time when innocent students were committing suicide for the separate Telangana state," Raju said. Meanwhile, leaders of various political parties have also extended support to the campaign. CPI mandal president Laxman and BJP leader Mahipal Reddy took an oath and gave their resolution in writing to the JAC leaders.

DS breaks silence on T issue, supports cause

Breaking his silence on the contentious Telangana issue, Pradesh Congress Committee (PCC) president D Srinivas said he is a strong supporter of separate Telangana state. My heart is filled with Telangana sentiment, he announced on Sunday. The PCC chief asserted that Telangana would materialise soon and said the party high command is committed to carving out a separate state. AICC chief Sonia Gandhi will not do injustice to lakhs of Telangana people, he said inviting loud cheers from the crowds. Stressing his commitment to the formation of a separate state, DS said he had led a team of 41 party MLAs to Delhi and met Sonia Gandhi and other important leaders explaining the need to carve out the Tstate. DS is playing his cards very well. He is trying to woo the voters of Nizamabad urban constituency where the by-election would be held on T-sentiment, a senior Congress leader averred. He said it was no surprise that the PCC chief, who did not utter a word on the separate statehood demand all these days, used the district party workers meeting to win the hearts of the people. DS said he wouldnt mind entering the fray if the people so wished. While he lost to BJPs Y Lakshminarayana in the 2009 polls, analysts said DS would spare no efforts to win back the seat in this by-election. In fact, Sundays tour can be termed as his pre-election campaign, an analyst said. ----------------------------------------------------

Lagadapati petitions EC,seeks cancellation of TRS recognition

Vijayawada Congress MP Lagadapati Rajagopal said he has approached Election Commission of India to cancel the recognition of certain political parties for championing regionalism and communalism in the country. Addressing mediapersons in Tirupati on Sunday, he alleged that parties like BJP, RSS, MNS and TRS were creating unrest by whipping up regionalism, parochialism and communalism. He said they were pursuing vote-bank politics at the cost of peoples lives. TRS chief K Chandrasekhar Rao is following the path undertaken by LK Advani, Bal Thackeray and Raj Thackeray. I have written to the EC to cancel the recognition of these parties for encouraging violence, he said. He said poverty exists in every district of the state. While some regions develop fast, others need more time. But that does not mean that the people of the underdeveloped areas would start demanding formation of a separate state, he reasoned. He said decentralisation of power holds key for the overall development of the country, which must begin from the grassroots level. We all should fight to achieve unity in diversity, he felt.
Answering a query, the MP said he was ready to travel across Telangana with PRP chief Chiranjeevi who has hinted at undertaking a tour soon.

T Cong leaders meet ex-Speaker

Several senior Congress leaders from Telangana assembled at former Speaker K R Suresh Reddys house on Sunday to discuss modalities to strengthen their case before the Srikrishna Committee. Rajya Sabha MP K Keshava Rao, MLA K Jana Reddy, KR Amos, P Goverdhan Reddy and G Chinna Reddy, were some of leaders present at Reddys residence. We discussed a host of subjects that has to be presented before the committee members. We have short listed  agenda that will strengthen our case in support of Telangana state. All arguments will be substantiated with facts and figures. We will present a strong case in support of the aspirations of the people of this region, Chinna Reddy said. It is learnt that Telangana leaders insisted on learning reasons from PCC chief D Srinivas and chief minister K Rosaiah for not submitting the partys viewpoint to the fivemember committee. On the issue of contesting in the by-elections,the party leaders said that matter has been left to discretion of the high command. We will abide by the high commands decision, whatever it is, they said.

SEEKS PROTECTION FROM SHRC-T activist fears threat from ACP

A Telangana activist, B Yeshpal Goud, has filed a petition with the State Human Rights Commission (SHRC) on Saturday seeking protection from Saroornagar ACP Sivarama Krishna, who he alleged had threatened to kill him. Goud, an activist with Akhil Bharatiya Vidyarthi Parishad, AP unit, stated in his petition that he was threatened by the cop on various occasions with dire consequences if he failed to withdraw a complaint he had filed at Vanasthalipuram police station during the Telangana movement.
Goud said in his petition that he was participating in a Telangana agitation on December 6, 2009, when he was attacked by some anti-Telangana protesters. Following the attack, he filed a case against these protesters. On April 19, I got a call from the official (ACP Krishna) asking me to withdraw the criminal case against the opposite party at the earliest. He abused me in filthy language, alleged Yeshpal in his petition. However, ACP Krishna maintained he had not made threatening calls to the petitioner. Chairperson of SHRC, B Subhashan Reddy has now ordered the DCP of Saroornagar to investigate the case and submit an exhaustive report on the same by April 30.

T panel seeks fund allocation history of three regions

In order to establish if successive state governments pampered /neglected Telangana region,Srikrishna committee has sought a detailed report on the district-wise allocation of funds and  expenditure incurred on the three regions since the formation of Andhra Pradesh in 1956. Taken aback by the request, the state expressed its inability to do so, saying that records are available only from 1994. In meeting between Srikrishna committee member Abu Sale Sharif and principal secretary finance, G Sudhir, on Friday, the state agreed to submit records from 1994 till date within the next six weeks. Incidentally, the committee wanted two development reports for the Telangana region, one including Hyderabad and the other excluding the state capital. The purpose of the panel in doing this is to establish as to how much of the money spent on Telangana goes to Hyderabad. But it would get an accurate picture only if it takes into consideration Ranga Reddy district which virtually overlaps Hyderabad and has made great progress in the last few years, said an official. The committee has sought details of allocations and expenditure under various heads like agriculture, rural development, revenue from land, panchayat raj, social sectors, irrigation and urban development, plan and non plan expenditure, per capita receipts and expenditure, tax receipts including commercial taxes ,from 1956 to date. Before winding up its two-day visit to Hyderabad on Friday, committee chairman B N Srikrishna said no interim report would be forthcoming and that the panel would submit one final comprehensive report. The panel members on Friday heard views and recommendations of a CPM delegation including state secretary B V Raghavalu on the Telangana issue. Time for the two major political parties in the state, the Congress and the TDP, to air their views has been earmarked in the first week of May. The panel will hold parleys with non-political groups and associations like that of students, teachers, residents associations and other stakeholders after May 7 and then hold a second round of consultation with political parties in July. The panel has promised to submit its report by the end of this year without further delay.

KEY FACTS

Committee asks for fund allocation records since 1956 Govt has records from 1994, to submit it within six weeks Panel seeks development report of Hyderabad separately.
